Abstract

The objective of this study is to examine types and characteristics of Hyangyak (鄕約)which was implemented over a broad range in the rural community society of the Joseon Dynasty depending on the implementation scales: Juhyeon Hyangyak (州縣鄕約) in the eup administrative unit, Myeonyak (面約) connected to lower-level administrative districts, and Dongyak (洞約) in the dong administrative unit. Juhyeon Hyangyak was implemented often collaboratively by the local governor and local nobility. The type of Hyangyak implemented based on the Sarim Faction's proposal in the 16th century was Juhyeon Hyangyak led by the provincial governor. Juhyeon Hyangyak maintained the policy of autonomous implmentation rather than institutionalization basically for the stabilization of the Authoritarian Royal Power and the livelihoods of the people. In contrast, Juhyeon Hyangyak led by the rural leadership was mostly a one-off project. Besides, the momentum was often lost due to the replacement of the leadership or negative effects also developed such as taxation for Hyangyak. Nonetheless, Juhyeon Hyangyak was implemented quite commonly even up to the turning point of modern ages in the interests between the nobility that sought to maintain their traditional status and the rural leadership that sought to continue the local rulership smoothly. The implementation of Myeonyak·Iyak can be classified into two types. One is Myeonyak·Iyak under Juhyeon Hyangyak, and the other one is Myeonyak·Iyak which was implemented in a myeon administrative unit for the purpose of common taxation in the late Joseon Dynasty and mutual aid among members. The former revealed the limitations of Juhyeon Hyangyak and failed to progress in terms of appointment (約任) and organization. The latter could remain for a long period of time in the name of Hyangyak especially as Juhyeon Hyangyak was conducted. Finally, Dongyak was similar in its nature to Donggye (洞契) which was a vilage community. After the 16th to 17th century, some Donggye groups were called Dongyak as they adopted Hyangyak regulations or reflected its spirit. Dongyak can be divided into two types: one that combined the existing Donggye organization with Hyangyak and the other that aimed to be Donggye but was founded in the name of Hyangyak. In addition to that, there was a case where a non-nobility village community in the turning point of modern ages pursued nobility cultures in recognition of their association as Dongyak. Dongyak might be understood as a category of private association, but it Is viewed as a case of localization and organization that practiced Hyangyak most dynamically in the Joseon Dynasty.
