중국 홍색공급망의 형성과 글로벌 가치사슬(GVC) 구조 변화

이 논문은 OECD TiVA 데이터베이스를 활용하여 2005년에서 2018년 까지 중국 제조업의 산업별 총수출을 부가가치 기준으로 분해하여 GVC 변화를 분석하였다. 분석 결과 의료용 물질 및 의약품 제조업을 제외한 전 제조업에서 부가가치 수출(VAX) 비율이 증가하고 있었다. 특히 컴퓨터․전자부품․광학기기 제조업 및 자동차․운송장비 제조업의 VAX 비율이 상대적으로 높게 증가하고 있어 이들 산업 분야에서 자국내 부픔 조달 등을 통해 자국 중심 공급망을 확대하고 있음을 알 수 있었다. 한국, 미국, 일본 등 주요국 제조업 VAX 비율과의 비교에서도 중국 제조업의 VAX 비율은 상대적으로 큰 폭으로 증가하고 있는 추세에 있었다. 또한 VS 비율에서도 중국의 제조업은 주요국과의 비교하여 수입중간재 비중은 크게 감소하고 있고 원료·부품 등의 내수화가 빠르게 진행되고 있었다. 중국의 GVC 참여구조를 분석한 결과, 중국 제조업의 후방참여도는 2005년 26.4%에서 2018년 19.3%로 감소하고 있고 전방연계는 12.3%에서 14.8%로 증가하고 있다. 주요국과의 비교에서 중국의 후방참여도는 미국과 일본에 비해 2005년에는 10%p 이상 차이가 있었으나 점차 그 격차가 작아지고 있다. 전방 참여도 또한 한국을 포함한 주요국과 비교하여 낮은 수준 이였으나 그 격차가 좁혀지고 있었다. 이상의 분석에서 중국 제조업 전반에서 주요 중간재를 자국에서 조달하는 자국 중심의 공급망을 형성하고 있음을 알 수 있었다. 중국에 대한 중간재 수출 비중이 높은 한국의 입장에서는 중국 수요 감소에 대응하여 기존 중간재 제품 및 첨단산업의 기술혁신과 고도화를 통한 새로운 수요 창출, 차별화 전략 및 중국과의 새로운 협력 방안이 필요하다는 점을 시사하고 있다.
Abstract
This study analyzed the changes of Chinese manufacturing in GVC by decomposing total exports by industry from 2005 to 2018 in terms of added value using the OECD TiVA database. The analysis result shows that China's VAX ratio was increasing in all manufacturing industries except for Pharmaceuticals, medicinal chemical and botanical products manufacturing. In particular, the VAX ratio of Computer, electronic & optical equipment manufacturing and Motor vehicles, trailers & other transport equipment manufacturing industries is increasing relatively high, indicating that these industries are expanding their own supply chains through domestic procurement. In comparison with VAX ratios in major countries such as Korea, the US, and Japan, the VAX ratio of China's manufacturing industry was on a relatively large increase. Through the analysis of the GVC participation structure of China, We could find : the forward participation rate of Chinese manufacturing industry is increasing and China's backward participation rate was low by more than 10%p compared to the US, Japan and Korea in 2005, but the gap is gradually getting smaller. It can be suggested that Chinese manufacturing industry forms a domestic-centered supply chain and Korea, which has a high proportion of export of intermediate goods to China, should create new demand through technological innovation and the development of high-tech industries.
