여성친화도시 관점의 시민참여 모니터링 지표에 관한 탐색적 연구 - 부산광역시를 중심으로 -

Abstract

This study set out to set a direction of citizen participation monitoring and develop a monitoring indicator of citizen participation to build a foundation for citizens to assess public facilities for themselves from the perspective of women-friendliness. Citizen participation monitoring from the perspective of women-friendliness was defined as "information gathering and activities to provide data for citizens to consult when inspecting and assessing urban infrastructure including the urban infrastructure and public facilities of Busan and setting a policy direction under the goal of creating an equal life environment." A monitoring indicator of citizen participation from the perspective of women-friendly cities had a vision of "S.A.F.E. Busan" and consisted of four areas of safety, accessibility, family-friendliness and eco- friendliness, 23 sectors, and 87 concrete contents. As for the goal of each area, safety aimed to create a safe and happy environment; accessibility aimed to create a comfortable and convenient environment; family-friendliness aimed to create a gender equality environment in home and society; and eco-friendliness aimed to create a pleasant environment with nature. As for the specific sectors of each area, safety included pedestrian passages, roads, lighting, CCTV, and additional facilities; accessibility included public transportation, bicycles, the mobility handicapped, strollers, and signs; family-friendliness included parking lots, restrooms, nursing environments, and communities; and eco-friendliness included green belts, street trees, no smoking, sewage disposal, and facilities. Developed in the study, the indicator will be able to serve as a guideline when monitoring the urban infrastructure of Busan and a checklist for the operation and activities of a citizen participation group for a women-friendly city. Citizen participation monitoring and women-friendly cities will eventually solidify the gender equality system including the citizen participation mechanism of a local government and expand the issue of urban space infrastructure as an issue associated with the pursuit of gender equality, thus providing base data to establish and improve the gender policies of local government.
