Abstract

This study aims to analyze changes in China’s ongoing cognitive warfare, focusing on events such as the 2022 presidential election, COVID-19 response, and local elections in Taiwan. Particularly, amid Taiwan gaining international attention and China’s efforts to strengthen its influence in the region due to the Russia-Ukraine war, this research aims to understand China’s diverse and continuous cognitive warfare changes. China uses gray zone operations as part of a comprehensive strategy to pressure Taiwan that spans the areas of diplomacy, information, economics, and security. Cognitive warfare, often known as psychological warfare, refers to activities designed to control the mental state and behavior of other people. According to Taiwan’s 2021 Defense Report, China categorizes its cognitive warfare on Taiwan into four models: the propaganda model, pink model, farm model, and collaboration model. This study focuses on these four models, examining the defense mechanisms and legal aspects Taiwan employs to address various threats. The practical significance of this analysis lies in understanding how Taiwan counters China’s cognitive warfare. China is expanding its influence on Taiwan through various cognitive warfare operations, and Taiwan is actively deploying strategic efforts to counteract these operations. The research concludes that Taiwan’s government and the international community need to enhance their awareness of China’s cognitive warfare and formulate future response strategies. The findings are expected to strengthen Taiwan’s security and help identify effective responses to the various threats posed by China, while also advancing efforts to maintain security and enhance international support for Taiwan’s independence.
