Abstract
Taiwan has been traditionally considered as a typical site where the “security dilemma” between the United States and China would work. Recently, scholars, who contend such theories as the “Thucydides’s Trap” or “peak China,” have also mentioned Taiwan as a possible place for the clash between the U.S. and China. And, notably, the war between Russia and Ukraine in Europe has amplified concern about a Taiwan crisis, suggesting that “today’s Ukraine would be tomorrow's Taiwan.” That is, it is now posited that China might invade Taiwan just as Russia invaded Ukraine. In this backdrop, this paper questions whether China's assertiveness toward Taiwan has escalated after the outbreak of the Russia-Ukraine war, indeed. Unlike conventional research and general discourse, this paper focuses on perception of policymakers and argues that China's approach to Taiwan has become more cautious and conservative, following the war. In other words, closely watching Russia's predicament in the European battlefield, China has increasingly gotten wary of the possibility that the U.S. would mobilize its allies in the Indo-Pacific region, such as South Korea and Japan, and wage a proxy war in the case of its invasion of Taiwan. In this context, it is argued, what China really worries about is that it would be a Russia of tomorrow.
