Abstract

This study explores the effects of states' policies on gender inequality at work in response to changing social welfare policy conditions, using a structural equation model on panel data of 1990-2007 years from 24 OECD nations. Latent variables of the structural equation model consist of ‘economic environments’ and ‘family structures’ as social welfare policy conditions, ‘labor policies’, ‘defamilisation policies’ and ‘refamilisation policies’ as policies structures, and ‘gender inequality at work’ as the effect of states' policies. This study tests for causal relations among policy conditions, policies structures, and effect of policies. This study has used the first-difference and PLS(Partial Least Squares) methods to estimate the structural equation model. The PLS result shows causality among latent variables. Changing economic environments have weakened defamilisation policies( =-.402, p <.001), transforming family structures have strengthened defamilisation policies( =.170, p <.01) and weakened refamilisation policies( =-.411, p <.001), defamilisation policies have decreased gender inequality at work( =-.178, p <.001), and refamilisation policies have increased gender inequality at work( =.411, p <.001). This study ascertains that policy efforts can handle the new social risks and reduce social conflict. Hence, affirming the importance of welfare state policies.
