국내 비허가 무선국의 제도개선 연구

최근 유비쿼터스 환경의 출현과 무선통신의 발전에 따라, 비허가 무선기기의 용도미지정주파수 대역 확보와 유사용도의 주파수대역 통합에 대한 요구가 증가하고 있다. 이러한 요구를 수용하기 위하여 2005년도에 정보통신부에서는 비허가 무선기기 관련법규를 개정하였다. 본 논문에서는 비허가무선기기에 대한 현재 각국의 동향과 그 기준치를 연구·분석하고, 2005년도에 개정된 국내 관련법규 내용을 비교분석하였다. 이번 개정을 통하여, 국내 비허가 무선기기의 단일용도 지정방식 제도가 유사용도를 통합한 포괄용도 지정방식으로 변화되었고 비현실적인 기술기준 등이 개정되어, 다양한 비허가 무선기기 출현에 능동적으로 대처할 수 있는 제도개선이 수행되었다.
Abstract
Recently, the demand for non-specific frequency without licence and integration for similarity using frequency are rapidly increasing due to the advance of radio communication technologies and the appearance of ubiquitous society. In order to cope with these demands, the relevant Regulations were revised and notified by MIC(Minister of Information and Communications) in 2005. In this paper, we discuss the usage of the radio resource, the spectrum allocation, the technical regulation and the trends of policy of the unlicensed radio devices in other countries. In addition, we analyze the contents of the revised and the notified Regulations in domestic. Based on these analyses, the results will be useful to contribute a domestic efficient expansion and development of unlicensed radio device.
