1995년 5․31 교육개혁 방안의 일환으로 학교평가가 제안되어 실시된 지 7년째에 접어든다. 그 동안 학교평가 도입단계로 학교평가기준에 대한 연구와 도입방안에 관한 연구가 주로 이루어졌다. 한국에서의 학교평가는 국가단위의 한국교육개발원 학교평가와 시․도 교육청단위의 학교평가, 교육인적자원부의 교육청평가를 위한 방문평가 등으로 확산되었다. 특히 시․도교육청 학교평가는 지방교육자체제도 하에서 다양하게 적용되고 있다. 이러한 확산된 적용에도 불구하고 학교평가 실태에 대한 문제점을 진단하고 발전 방향을 탐색하는 연구가 부족하였다. 본 연구는 이러한 필요성에 주목하여 시․도교육청 주관 학교평가를 대상으로 학교평가에 대한 인식 조사를 실시하였다. 본 연구자는 학교평가 단계를 일반적인 기관평가 단계인 기획 단계, 자체평가 단계, 방문평가 단계, 결과보고 단계, 활용 단계 등으로 설정하였다. 학교평가의 메타평가 준거로 개발된 준거를 이용하여 자체평가 참여교사, 평가주무 부장교사, 교장․교감, 교육전문직 등을 대상으로 조사하였다. 시․도교육청주관 학교평가에 대한 인식 조사 결과, 기획 단계에서는 재정확보의 충족성, 학교 진단의 충분성과 연수 프로그램의 충실성이 미흡한 것으로 나타났다. 자체평가 단계에서 교직원의 참여성이 부족하였다. 방문평가 단계와 결과보고 단계에서는 보통 이상을 나타내고 있다. 결과활용 단계에서는 평가 결과의 영향성, 메타평가의 적절성 등이 미흡하였다. 이러한 문제점을 보완함으로서 앞으로 학교평가의 질을 높이도록 노력해야 할 것이다.
Abstract
The purpose of this paper is to suggest the improvement directions of school evaluation by inquiring the practical analysis of the School evaluation provided by Provincial Education Departments in Korea. In detail, this study first analyses the concept and logics of school evaluation, and then suggests the improvement directions in school evaluation which will enhance school education quality. Our inquiries on the school evaluation are to review the present evaluation system which have 5-steps, such as school evaluation planning step, school self-evaluation step, visiting-evaluation steps, reporting step, utilization step. Using the criteria, this paper the school evaluation system provided by the Provincial Education Department in Korea. The results of this study on school evaluation are followings. In planning step, financial support and school diagnose and training program should be increased. The participation of teachers will be necessary in self-evaluation step. The criteria on the visiting evaluation step and reporting step are above average. In result utility step, the importance and property of evaluation result should be necessary. To conclude, the meta-evaluation which aims to inquire the advantage and disadvantage of the present evaluation system will be considered as a useful system.
