학업성취도평가：통제에서 교육복지로

초록

최근 학업성취도로써 학교를 평가하는 문제와 관련하여 사회적으로 많은 논란이 벌어지고 있다. 이 글은 학업성취도를 통하여 학교의 책무성을 묻는 것과 관련하여 고려해야 할 몇 가지 문제와 해결 방향을 제시하고자 하였다. 이 글의 중심주장은 다음과 같다. 국가수준의 학업성취도평가는 필요하나 이것이 학교교육의 질 개선을 통해 국민 삶의 질을 향상시키고 국가경쟁력을 강화시키는 의미 있는 기제가 되기 위해서는 학업성취도 평가의 개념이 통제중심의 평가가 아닌 교육복지로서의 평가로 재개념화가 이루어질 필요가 있다. 교육복지로서의 학업성취도 평가는 모든 학생들이 계층, 성별, 지역에 관계없이 가치 있는 지식이나 능력을 일정 수준 획득하여 자신 있고 품위 있는 삶을 살 수 있도록 학교의 교육조건과 교육과정을 국가가 점검하여 학생들의 교육조건 및 교육과정의 질을 개선하기 위하여 실시하는 것이다.

Abstract

School evaluation has been emphasized for school improvement among advanced countries. In particular students' academic achievement is stressed as the most important criteria to be able to judge accountability of a school. This trend affects Korean society as well as other countries. However, in Korea the idea of school evaluation based on national academic achievement test causes serious social conflicts. Growing numbers of scholars and educators strongly claim that school evaluation should include academic achievement. In contrast, teachers union and some critical scholars oppose against it due to the long history of control from the central government. Regarding this problem, my argument is that national academic achievement assessment is necessary. However, we should take seriously the issues of what should be taught in school and what approach is proper to evaluate it. In this process, we need to be careful not to exclude minority social groups and instead to consider properly distinctive conditions of their lives and of individual schools. National academic achievement evaluation should focus on reducing inequality in educational process and conditions of schools in the state. It should not be control oriented. It should be reconceptualized as an educational welfare policy in a way that various bodies of students regardless of class, gender, race and province could learn valuable knowledge and skills to enjoy decent and confident life.
