지역평생학습 활성화를 위한 지방자치단체의 역할과 과제

본 연구는 평생교육에 대한 국가적 관심과 지방자치단체의 투자가 증대되는 시점에서 지역평생학습 활성화를 위한 방향과 전략을 제시하고자 하였다. 무엇보다도 광역자치단체 수준에서 평생교육에 대한 장기적이고 안정적인 지원체계를 갖추기 위하여 먼저 평생교육법에 명시된 지방자치단체의 의무를 분석하였으며 이를 토대로 추진조직 및 네트워크 구축, 재정적 지원 방안, 전략 및 프로그램 평가 등 크게 세 가지 측면에서 향후 발전방안을 강구하였다. 추진조직 및 네트워크 구축에선 광역자치단체의 평생학습조례 제정, 평생교육진흥원 설치․운영, 위원회의 수준별․분야별 설치 운영 및 네트워크 구축이, 재정적 지원 방안에선 평생학습 정책구현을 위한 예산의 조성 및 집행, 민간자본 확충방안, 시설 운영 방안이, 전략 및 프로그램 평가에선 평생학습기관 및 프로그램 평가, 평생학습도시종합계획 수립 등이 구체적으로 제안되었다.
Abstract
This paper discusses on the principles of role and tasks related to the lifelong education in local governments to promote local lifelong educational developments. Under the educational autonomy system having an independent education committee and educational superintendent, responsibility of the local government should be one of the most important factors in developing policy alternatives for local education. Since 2001, the local governments have developed and supported the lifelong education program with a cooperation with Ministry of Education, the central government education authority. The purpose of this study is to identify regulations related to local government's lifelong education programs and to suggest directions to make an ordinance by examining trends and current status of the central and local government's policies. In this study, the role and tasks of local government to stabilize the lifelong education program is suggested in accordance with the regulations.
