교육과 국가인적자원개발과의 관계에 대한 소고

교육부가 국가인적자원부로 명칭을 바꾸고 그 핵심정책을 국가인적자원개발이라는 것으로 내세우기 시작하면서 기존의 교육과 국가인적자원개발이라고 하는 것의 개념적 혼동이 계속되고 있다. 본 논문에서는 교육과의 개념적 혼동이 일어나고 있는 몇가지 용어(인적자원개발, 인적자원관리, 국가인적자원개발정책 등)와 관련된 개념을 비교하여 보고, 현재 교육계에서 주장된 바 있는 교육과 국가인적자원개발의 관계에 관한 관점을 비판한 후, 논자의 입장에서 그 둘의 관계를 정리해본다.
Abstract
Since the Ministry of Education changed its name to the Ministry of Education and Human Resources Development, and initiated planning of human resource development at the national level, people have been confused about those two concepts. This paper investigated the relevant terms and compared conceptual backgrounds that might have caused the confusion, such as human resource development, human resource management, or national human resources development policy. There are different views regarding the conceptual relationship between education and human resource development in Korea. The author critically reviewed those different approaches and pointed out problems of each perspective. Finally, the author presented her idea that conceptually education and human resource development at the national level have their own area of practice, but still overlap some functional areas in reality.
