이 연구는 우리나라 교원 정원관리 시스템이 우수 교원을 안정적으로 확보, 공급, 배치하기에 부적절하다는 문제 인식에서 출발하여, 국가 및 교육적 요구에 부응하는 시스템 구안을 위해 주요국의 교원 정원관리 시스템의 제반 특징을 비교분석하고, 우리나라 제도 개선을 위한 시사점을 탐색할 목적으로 수행되었다. 이를 위해서 비교 연구 방법을 통하여 교원 정원관리의 주체와 배치를 중심으로 미국, 프랑스, 호주, 일본 등 주요국과 우리나라의 특징을 비교 관점에서 규명하였다. 주요국의 사례가 우리나라 교원 정원관리 시스템 개선을 위해 주는 시사점을 정리하면 다음과 같다. 첫째, 우리나라의 교원 정원이 행정자치부 주관으로 다른 공무원과 동일하게 관리되는 것과 달리 주요국은 교육 관련 부처에서 교원 정원을 관리하는 바, 보다 합목적적이고 합리적 정원관리를 위해서 관리 책임을 교육 부처로 이관할 필요가 있다. 둘째, 교원 정원 책정 및 임용에 있어서 단위학교의 요구에 보다 잘 부응할 수 있도록 단위학교 목소리를 강화하여야 한다. 셋째, 외국의 경우, 학교간, 교원간 업무부담 형평성을 높일 수 있는 다양한 배치 기준을 활용하고 있다는 점을 벤치마킹하여 학급 수 외의 배치 기준을 고려하여야 한다. 넷째, 행정적, 재정적 고려와 편의를 바탕으로 이루어지는 교원 정원관리에서 탈피하고 단위학교와의 연계를 통해 보다 현실적인 인력 수요를 반영한 교원 정원관리 방식으로 개선될 필요가 있다.
Abstract
Towards a Better Teacher Quota Management System: A Comparative Analysis of Five CountriesKim, Eegyeong(Korean Educational Development Institute)Han, Youkyung(Ewha Womans University)Scholars and practitioners of educational administration have pointed out that the teacher quota management system of Korea has failed to attract, select and assign teachers more securely and effectively. The purpose of the study is to analyze the characteristics of teacher quota management system of five countries including the United States, France, Japan, Australia and Korea with an intention of comparing similarities and differences of the systems to draw important lessons and implications for the improvement of Korean system. The method of comparative analysis was utilized to show distinctive features of five countries. The analysis showed that the bodies responsible for teacher quota management are quite different. While in case of Korea, the Ministry of Government Administration and Home Affairs is given the authority of teacher quota management along with other national public servants, educational authorities are given charge in four countries other than Korea. In terms of teacher quota management processes, more often than not, administrative convenience, rather than the needs and conditions of schools, was often considered in setting the teacher quota and assigning teachers to schools. Based on the findings, a few recommendations were made to improve the system in general, management body and processes, in particular.
