한국 다문화교육 정책에 대한 비판적 고찰

최근 한국사회에는 인종/민족, 문화 등에 있어 다양한 배경을 가진 사람들이 급속하게 증가하고 있다. 이들은 외국인노동자, 국제결혼여성, 북한이탈주민(새터민) 등으로 불리고 ‘다문화가정’으로 분류된다. 이 새로운 구성원들은 경제적 어려움, 문화적 차이, 사회적 편견과 차별 등으로 인하여 한국사회 적응에 많은 어려움을 겪고 있다. 세계화의 맥락에서 노동과 결혼을 통한 이주민 유입으로 ‘사회통합’은 이제 다문화 논의에 있어 핵심적인 사회쟁점이 된다. 이 연구는 사회의 다문화화에 따른 정부의 교육적 대응이 어떠한지 그 현황을 파악하고 비판적으로 고찰하기 위하여 교육과학기술부의 ‘다문화가정 자녀교육지원계획’(2006-2010)을 분석하였다. 분석결과, 다문화사회에 대한 잘못된 이해와 이주민들에 대한 편견과 함께 현행 다문화교육정책에서도 이들을 주류구성원들과 구별 짓거나 편중된 교육지원을 하는 등 분리, 분절성이 강하게 나타나고 있었다. 이주민들은 주류구성원들과 다를 뿐만 아니라, 문화적 배경과 이주경로에 있어서 그들은 동질집단이 아니다. 따라서 이주민들을 동질집단으로 간주하고 그들만을 대상으로 한 편협한 다문화교육이 아니라, 한국사회 구성원 모두를 위한 다문화교육이 실행될 필요가 있다.
Abstract
Recently in Korea, people from diverse backgrounds in race/ethnic, culture are increasing rapidly. They are called 'immigrant labors', 'international marriage women', 'North defector'(Seteomin) and classified as 'Damunwha Family'. They are having great difficulties in adjusting to korean culture and social systems by economic difficulties, cultural differences and discriminations. The influx of foreign workforce and immigration through marriage may be closely related to the formation of multi-cultural discussion in an effort to solve problems for ‘social integrity’ and it also needs to be understand in the context of globalization.. This study was intended to critically analyze the policy of Ministry of Education, Science and Technology through 'Support Plans for Children from Multicultural Families'(2006-2010). According to the result, first of all, there are confusion on the meaning of culture, misconceptions and prejudices about ethnic group in multicultural society. Thus government policy and educational policy offered by groups of people are focused on matters that are caused by women immigrants by marriage or multicultural families. These policies tend to show an approach to assimilate Korean society. Therefore new multicultural education is required not only for immigrated people but also for the whole citizens in order to cultivate new citizenship proper to multicultural society.
