교육부 다문화교육 지원 정책의 한계와 전망

이 연구는, 2006년부터 매년 발표되어 시행돼 온 교육부의 다문화교육 지원 정책의 개선점을 탐색하려는 목적에서 수행되었다. 연구자가 보기에 교육부 다문화교육 지원은 다문화교육 개념을 제한적으로 활용하고 있어서, 다문화주의에 부합하는 성과를 거두기 어려울 뿐 아니라, 그 지향점에 반하는 결과를 초래할 염려도 있다고 보았다. 이에 이 연구에서는 다문화교육을 등장시킨 대표적인 두 가지 관점, 다문화주의와 상호문화주의를 중심으로 다문화교육의 정체를 구체화하는 작업을 수행하고, 이를 준거로 우리 교육부 다문화교육 지원 정책의 특징과 한계점을 분석하였다. 결론적으로, 지금까지의 다문화교육 지원 정책이 다문화학생의 성공적인 학교생활 적응 지원에 치우쳐 여러가지 한계점을 초래하였음을 드러낼 수 있었고, 그러한 한계를 해소하는 방향에서, 지원 계획이 그 범위와 방향을 포괄적으로 확장하고 평생교육적 관점에서 새롭게 설계되어야 함을 제안하였다.
Abstract
The purpose of this study is to explore the improvements of the Ministry of Education’s multicultural education support policy. What is worrisom is that the Ministry of Education’s support policy arbitrarily sets the concept of multicultural education, risking consequences contrary to what multiculcuralism is aiming for. So in this study, the researcher performed the work of specifying the identity and content of multicultural education focusing on two perspectives, and analyzed the characteristics and limitations of the multicultural education support policy of the Ministry of Education. In conclusion, the researcher was able to reveal some limitations of the policy and to suggest that the scope and direction of future policy should be comprehensively expanded and newly planned from a lifelong education perspective.
