Abstract

The purpose of this study is to analyze performance-based compensation systems (Teacher Advancement Program) that have been implemented in Chicago public schools in order to suggest some implications for the Korean merit system. TAP is especially meaningful given that the Korean system has used school-level merit pay since 2010 because TAP also includes a school-level compensation formula in its components. The results and implications for the Korean system are as follows. First, for successful implementation of performance-based compensation for teachers, institutional support and cooperation among school members are needed. Second, a fair teacher evaluation system that considers teacher quality both qualitatively and quantitatively must take precedence. Third, student achievement data should be used as one of the criterion for teacher evaluation and be linked with performance-based compensation. Fourth, in order to link student achievement with teacher evaluation and performance-based compensation, a standardized assessment system within the provinces and across the nation is needed, and a system must be developed to analyze the data and provide the relevant results to the schools. Lastly, like the four-component TAP model, Korean evaluation systems consisting of three types of evaluation should be consolidated, and this consolidated system should be linked with teacher promotion systems such as the top teacher system, performance-based compensation and professional development efforts.
