증가하는 학교범죄에 대응하기 위하여 정부 및 지자체는 다양한 학교범죄예방사업을 추진하고 있으며 학교 사용자들로부터 긍정적인 평가를 받고 있는 것이 사실이다. 그러나 피해 빈도의 감소에도 불구하고 단일 범죄사례에 의한 피해 정도는 매우 심각하기 때문에 보다 현재의 사업을 보강할 수 있는 체계적인 방안이 필요하다. 본 연구의 목적은 1970년대부터 미국, 영국, 호주 등 선진국에서 사회 범죄 예방을 위하여 적용하고 있는 범죄예방환경설계(Crime Prevention Through Environmental Design, 이하 ‘셉테드’)를 기반으로 학교범죄예방사업에서 적용 가능한 개선방안 제시를 목적으로 한다. 선행연구분석을 통하여 셉테드 기본개념과 요소를 도출하고 사례조사를 통하여 학교보안 실태를 분석한다. 마지막으로 도출된 문제점을 중심으로 해결 가능한 방안을 제시한다.
Abstract
The Korean government has implemented various school crime prevention projects in order to deal with increasing school crime, and school users including teachers, students, and parents have evaluated the projects as effective. Even though the number of crimes has decreased, it is necessary to come up with systematic strategies because of the very serious amount of suffering that is caused by even a single crime. The objective of this paper is to suggest strategies to improve the School Crime Prevention Project, based on Crime Prevention Through Environmental Design (CPTED), which has been implemented in advanced countries since 1970. Firstly, a literature review is carried out to discuss the CPTED principles and elements. Secondly, this paper analyzes the operational situation of CPTED elements based on cases of two elementary schools that implemented school crime prevention projects. Finally, strategies are presented to solve the problems.
