초록

Today, quantum technology is being recognized as a critical and emerging technology of economic and security importance. Advanced countries consider quantum technology as a key technology for future industries and military security, and are investing heavily in it and strengthening its protection and control, so it is time to take a closer look at the diplomatic and security implications of quantum technology. This study examines quantum technology’s broader national security significance and seeks to explore macro-level responses from diplomatic and security perspectives. Particularly, this study examines the policies and implications of major countries surrounding quantum technology and suggests strategic directions for the Republic of Korea. To effectively respond to the rise of quantum technology from a national security perspective, the following measures are necessary. First, we should actively seek ways to utilize it as a preemptive response to future new technology threats. Second, we need to consider its strategic value in the geopolitical context of the Korean Peninsula. Third, keeping in mind that quantum technology is a dual-use technology that is closely related to national security, we should find ways to overcome and bypass practical constraints. In this process, the ROK’s comparative advantage in quantum technologies should be used as leverage to communicate and enhance cooperation with allies and friends. Finally, it is necessary to keep strengthening the foundation for mid- to long-term public–private military cooperation from an industrial and security perspective.
