사회･교육 환경 변화에 대응한 미래 교육체제로서 방송통신중･고등학교 중장기 발전 방향 탐색을 위한 관계자 인식 분석

본 연구의 목적은 사회･교육 환경 변화에 대응한 미래 교육체제로서 방송통신중･고등학교(이하 방송중･고)의 중장기 발전 방향을 탐색하기 위하여 관련 이해관계자의 인식을 체계적으로 분석하고 정책적 시사점을 제시하는 데 있다. 방송중･고는 중등 학력을 취득하지 못한 학습자들에게 학력 취득 기회를 제공하는 제도로 출발하였으나, 최근 청소년 학습자의 증가, 온라인학교 등 유사 교육기관의 등장, 교육에서의 AI･디지털 기술 활용 강조 등 환경 변화에 직면하고 있다. 이에 따라 포커스 그룹 인터뷰와 정책 세미나를 자료 수집 방법으로 활용하여, 방송중･고 중장기 발전 방향에 대한 정책 담당자･학계 전문가･현장 관계자의 인식을 수집하고 질적 분석을 실시하였다. 이에 따라 미래 교육체제로서 방송중･고 중장기 발전 방향을 환경 및 수요 변화에 따른 대응, 운영체제 개선, 교육과정 운영, 교육방법 변화, 거버넌스 구축 및 운영을 중심으로 살펴보았다. 이는 방송중･고 설립 목적 및 정체성 재정립을 통한 유사 기관과의 차별화, 성인과 청소년 학습자를 고려한 차별화된 운영체제, 성인 학습자 중심의 특화된 콘텐츠 개발과 콘텐츠 기반 원격수업 강점 강화, 유관기관 간의 협력적 거버넌스 구축을 시사한다. 이를 통해 방송중･고는 현재보다 발전 및 확장된 미래 교육체제로서 역할할 수 있을 것이다.
Abstract
Purpose: This study aimed to explore the mid-to long-term development directions of the Open Schools as a future education system in response to social and educational environmental changes by analyzing stakeholders’ perceptions on their identity, operation, and governance. Design/methodology/data/approach: Focus Group Interviews (FGIs) and policy seminars were conducted with policymakers, researchers, online school practitioners, and the Open Schools administrators. Qualitative data were collected and thematically analyzed, focusing on responses to environmental and demand changes, improvement of the operating system, curriculum operation, changes in educational methods, and the establishment and operation of governance. Findings/Results: This study suggests redefining the founding purpose and identity of the Open Schools to differentiate them from similar institutions, implementing a differentiated operating system considering adult and adolescent learners, developing specialized content focusing on adult learners and strengthening the advantage of content-based online learning, and establishing collaborative governance among related organizations. Value: This study contributes by providing empirical evidence based on stakeholder perceptions, offering theoretical and practical implications for positioning the Open Schools as inclusive and future-oriented institutions in the changing educational landscape.
