최근 미국과 서구유럽을 중심으로 극우테러리즘 또는 폭력적 극우극단주의에 대한 우려가 매우 높아지고 있다. 실제 극우테러리즘으로 인한 테러공격, 사망사건, 그리고 이러한 테러가 촉발하는 또 다른 보복공격 및 사회·정치적 지형변화는 과거의 다른 유형의 이념적 배경의 테러리즘이나 극단주의의 파급효과보다 적지 않을 것이라는 점이 관측되고 있다. 그러나 지난 20여 년 동안 극우테러리즘의 위협과 문제는 이슬람 극단주의 테러리즘에 비해 상대적으로 적은 학문적 관심이나 매스컴의 보도대상이 되어왔다. 이러한 추세는 국내에서도 유사하게 나타난다. 현재 국내에서도 다양한 극단주의적 동기와 배경을 가진 극단주의자들에 의한 증오범죄와 폭력범죄 등이 지속적으로 있어왔지만 아직까지 극우테러리즘이나 폭력적 극우극단주의에 대한 이해가 많이 부족한 실정이다. 이와 같은 연구의 필요성에 따라 이 연구는 극우주의와 관련된 극단주의 폭력행위와 극우테러리즘의 개념, 특징, 다양한 추세 등에 대해 미국의 사례를 소개하였다. 연구 분석을 위해서는 다양한 정부보고서 및 선행연구와 GTD, ECDB 등의 공개출처데이터를 사용하여 문헌분석과 경험적 분석을 동시에 수행하였다. 그 결과 이 연구는 미국 극우극단주의자들/극우테러리스트들에 의한 사망사건을 중심으로 극우테러의 추세, 패턴, 그리고 특징 등)에 대해 분석한 결과를 제시하고 있다. 분석결과 미국의 극우테러리즘 사건은 1990년 이후 다른 종교적, 이념적 극단주의 및 테러집단의 테러사건에 비해 지속적으로 안정적인 숫자의 사건을 유지하여 왔으며, 지난 20여 년간 미국 영토 내에서 이슬람 지하디스트의 테러사건보다 더 많이 발생하였고, 9.11사건을 제외하면 가장 많은 사망자를 발생시킨 가장 치명적인 테러사건이었다는 것이 분석되었다. 이는 극우테러리즘의 위험성과 치명성이 국가의 안보에 상당한 위협이 되고 있다는 것을 명확히 제시하였다. 그 외에도 극우테러리즘은 경찰과 형사사법공무원에 대한 공격비율이 높았고, 백인우월주의자들에 의해 소수인종이나 소수민족, 그리고 성소수자와 같은 특정 대상들이 피해자로 선택되는 경향이 다른 종류의 이념적 배경의 테러와 극단주의에 비해 높이 발생하였다는 것이 분석되었다. 그 외의 이 연구에서는 미국의 극우테러리즘/극우극단주의에 대한 특징에 대한 분석결과도 제시되었다. 결론과 논의부분에서는 미국의 극우테러리즘/극우극단주의의 양상과 특징이 국내의 극단주의의 움직임에 어떠한 시사점을 가지는지 그리고 형사사법기관의 대응방안과 관련한 적용가능성은 어떠한 지 등이 논의되었다.
Abstract
There are considerable evidence that violent attacks by ideologically motivated right-wing extremists and right wing terrorists are increasing in Western countries such as Western Europe and the United States. This kind of violence became an imminent threat against society in that its risk expands to politics, cultures, and other aspects of the current society. Literature in right-wing extremism/right-wing terrorism, however, is still received less attention by scholars and mass media, especially for the domestic researchers in the South Korea. Therefore, we are still in lacking of knowledge regarding right-wing extremism. To fulfill the gap of knowledge, this study investigates the patterns, characteristics, and types of right-wing extremism/right-wing terrorism committing fatal attacks in the United States. To conduct the research, this study utilizes multiple sources such as previous studies, government documents, and institutional reports, including quantitative data, GTD and ECDB. The research findings suggest that right-wing extremism in the United States has posed greave threats to the security of public officials and their citizens, especially racial and ethnic minority and LGBT, etc. In conclusion and discussion, this study outlined the implications of this study results and suggested directions for future research.
