국가위기관리체계와 민간경비 역할에 관한 고찰

Abstract

Today many dangers still exist in society, and the state has a responsibility to act on those multi-approaching national crises, of which is one of the main purposes of the state. The state has been and will put a significant effort on dealing with nation crisis; nevertheless, ways of managing crises are quite different from country to country – and the means are evolving as the nation faces new crisis. This paper examines various national crisis management systems, especially in that present society is facing a new era of terrorism warfare. It also examines ways to integrate private security into national system, because today it is private security’s responsibility to protect soft target which has been a major victims of full-scale, unrelenting, and wide-spreading terrorism pattern. Therefore, this paper suggests following methods to integrate private sectors. First, ways to incorporate private sectors into preventing terror activity must be considered – prevention stage is where private security can be employed most effectively. Second, although the level of some private security reached to a significant level, overall standard of private security must be enhanced in order to cooperate with national level security in terms of national crisis management. Third, employment of retired counter terror special force must be considered as well. Recent pattern of attacks tends to be spontaneous and instantaneous; in such regards, fast and immediate action on those attacks is important in order to prevent anarchy and minimize civilian casualties and property losses in victimized areas. Thus, using retired counter terror special force will produce great effectiveness on national crisis management system.
