이 글에서는 1990년대의 경제위기를 극복하는 과정에서 나타난 한국과 일본의 리더십 차이의 원인을 분석한다. 기존의 일반적 설명은 두 나라의 경제위기 원인이 달랐던 것을 중요시 하여 그에 따라 한국은 강력한 리더십을 발휘할 수 있었고 일본은 그렇지 못했다고 하지만, 이 글에서는 두 나라의 정치지도자는 모두 위기극복 과정에서 개혁에 대한 여론의 지지를 받는 가운데 강력한 리더십을 발휘하려 하였으나, 기존의 제도적 관행에 따라 양국의 리더십은 다른 모양을 보이며 상이한 개혁 결과를 초래했다고 주장한다. 이런 논지를 검증하기 위해 신제도주의적 접근법을 사용하여 양국에서 정치지도자·관료·금융계·재계 사이의 관계가 경제위기 이전과 위기극복 과정에서 어떻게 다르게 나타나는 지 살펴보았다. 이 과정에서 특히 관료의 역할이 정치지도자나 재계와의 관계에서 달랐고 그런 제도적 관행이 양국의 위기극복 과정에서 그대로 유지된 것이 리더십이 달리 나타난 주요 원인이 되었음을 확인하였다.
Abstract
The purpose of this study is to compare the power relations of the political leader and bureaucracy in South Korea and Japan during the period of economic crisis in the late 1990s. Many studies explained the Korean President could exert strong influence compared with the weak Prime Minister in Japan because of the different cause of the crisis between the two countries. This study examined the relationship among the political leader, bureaucracy, and the big business before and during the economic crisis in both countries on the basis of the historical institutionalism. The finding is that Japanese bureaucrat's traditional independent relations against the politicians has been continued even during the period of crisis in comparison with the case of South Korea, leading to the different pattern of administrative and economic reform.
