1990년대 금융위기 이후의 한·일 금융감독기구 개혁에 대한 비교분석

초록

한·일 양국 정부는 다양한 규제를 통해 경제발전을 촉진해왔는데, 특히 금융규제가중요한 정책수단으로 인식되었다. 정부는 금융규제를 통해 금융시스템의 안정성(신용질서의 유지)을 달성하였으며, 은행을 중심으로 하는 금융시스템이 산업화에 필요한 산업자금을 안정적으로 공급할 수 있도록 유도하였다. 그러나 1990년대 이후에 한·일 양국에서는 금융기관이 대규모의 부실채권을 보유하게 되는 등 금융시스템의 안정성이 훼손되었다. 1990년대 금융위기를 극복하고 금융위기의 재발을 방지하기 위한 제도를 구축하는 과정 속에서 한·일 양국에서는 금융감독기구 개혁이 추진되었다. 본 논문에서는 역사경로의존성의 관점에서 1990년대 금융위기 이후의 한·일 금융감독기구에 대한 비교분석을 실시한다. 한·일 양국의 금융감독기구 개혁은 신자유주의적개혁을 표방하고 있지만, 그 실제 개혁을 살펴보면 여전히 ‘발전국가’적 특성을 상당부분유지하고 있다. 한편으로 한·일의 금융감독기구 개혁의 양상을 비교하면 공통점뿐만 아니라, 차이점을 가지고 있다는 점을 알 수 있다. 본 논문에서는 한·일 양국의 금융감독기구 개혁 양상에 있어서 공통점과 더불어 차이점을 초래하는 요인으로서 정관관계, 정부기업 관계와 같은 제도적 변수에 주목하고 있다.

Abstract

Korean and Japanese governments promoted economic development through various regulations. Both governments recognized financial regulation as an important policy instrument. The governments achieved financial stability through financial regulations and facilitated stable supply of funding for industrialization through financial system induced around banking. But in the 90s, financial stability in both Korea and Japan was damaged as the financial institutions possessed significant amount of bad debts. Thus, in the context of overcoming the financial crisis and establishing systems to avoid recurrence of financial crisis, both governments engaged in the reform of financial services authorities. This study proposes, from the view point of path dependence, a comparative analysis on the reform of Korean and Japanese Financial Services Authorities. Both reforms of supervisory framework and oversight appear to follow reform styles of neo-liberalism. However, the reality of the reforms suggest the preservation of characteristics as developmental states. Furthermore, both reforms have many elements in common but differences also exist. In providing explanations on such similarities and differences, this study also focuses on variables such as political-administrative relations and government -business relationship.
