Abstract

China's pan-Asianism focuses mainly on, rather than cooperation with Asian countries on an equal footing, promoting its status as the sole representative of Asia in standing up against the West. The dichotomous nature of pan-Asianism in what Kuan-Hsing Chen terms as "China vs. the West Structure," therefore, has rarely directed China to pay due respect to Korea or other Asian countries. In this context, Korea's presence is merely treated as a tiny component by China that looks exclusively to the West with polarized viewpoints. In addition, when China, turning its face away from the West, directly faces Korea, it instinctively tends to merge Korea into its cultural-political sphere, which can be characterized as a "Greater-China Ideology." At present, this ideology further solidifies China's perception of the Korean peninsula as "the Greater-China vs. Little-Korea Structure," which makes a fundamental impact on intellectual discussions in both countries and the Korea-China relationship. China recently works on the so-called "Northeastern Project" seeking to claim histories of ancient Korean kingdoms once settled along the Korea-China border region, which strongly supports an assumption that China tries to handle the Korean peninsula through the Greater-China vs. Little-Korea structure. The specific and persistent nature of this perception of Korea is deeply entrenched in the Chinese mindset and exerts a far-reaching effect on various issues between the two countries, none of which will be helpful in nurturing a mutually reinforced partnership in the 21st century.
