이 글은 주독미군의 감축을 미국의 군사변환 개념으로 설명하고자 한다. 이를 위해 군사변환 개념을 클린턴 행정부의 군사혁신과 부시 행정부의 해외미군 재배치계획을 포괄하는 긴 과정으로 보았다. 군사혁신은 전투부대의 소형화를 가능하게 했다. 그리고 해외미군 재배치는 21세기 테러전쟁시대를 맞이하여 언제 어디서 발생할지 알 수없는 안보위협에 신속하게 대응하기 위하여 진행되었다. 이러한 전략에 따라 주독미군은 소형화되고 재배치되었다. 그리고 전략적 유연성이 확대되었다. 주한미군도 독일과 같은 맥락에서 감축되고 이전되었다. 하지만 주한미군의 전략적 유연성이 독일수준으로 확대될지는 아직 이명박 정부의 선택에 달려있다.
Abstract
This paper aims to examine the withdrawal of US troops from Germany using the concept of military transformation. To this purpose I redefined the military transformation as a long process from the RMA of the Clinton administration to the GPR of the Bush administration. The RMA made it possible to reduce the size of combat unit to a minimum. The overseas US forces have been down-scaled and repositioned to promptly cope with the security threats which can occur anytime and anywhere. According to this strategy, the US troops in Germany have been withdrawn and repositioned. The US Forces in ROK have also been reduced and transferred in the same context. However it might depend on choice of the Lee administration whether the strategic flexibility of the US troops in Korea will reach its level of those in Germany.
