Abstract
Although the international community has never officially recognized, it is effectively a fait accompli that North Korea is now a nuclear state. Most scholars and policy decision makers are gravely concerning about the technical advancement of North Korea’s nuclear arsenal. However, nuclear weapons are neither causes nor potentials of war per se because destructive power and influence of nuclear weapons are highly dependent on the command and control system. In international relations theory, there has been vigorous debates on what type of command and control systems would be developed among newly emerging nuclear states. Nuclear proliferation pessimists insist that young proliferators will tolerate a more delegative command system since they do not have advanced delivery vehicles and safety measures such as electronic use-control and early warning system against their enemy states in the region. Therefore, the delegative command system increases the likelihood of unwanted use of weapons and causes unstability in the region. However, DPRK’s command and control system is expected to be more assertive on account of its regime’s distinctive characteristics although it is a small and newly emerging nuclear state in the third world. It is absolutely true that North Korean regime has far fewer resources for developing sophisticated systems of command and control but its small nuclear arsenal has the advantage of being practical at both technical and political levels. Keeping these advantages from its small and simple arsenal, North Korea has designed its command and control system in order to minimize the threats of decapitation and unwanted use.
