Abstract

Why does a nuclear command and control system matter in proliferation? What type of command and control system is North Korea pursuing now? Can we trust North Korea handling nuclear weapons on a day-to-day basis? The shortage of critical resources, capabilities, and experiences faced by emerging nuclear states like North Korea is raising tremendous concerns in safe proliferation. In particular, North Korea, a de facto nuclear state with political instability is highly questionable to establish a stable nuclear command and control system. It is widely believed that Kim Jong Un regime’s nuclear arsenal is utterly designed to deter the United States from intervening in their internal affairs. However, North Korea, one of the most well-known personalist dictatorships, also prefers nuclear weapons as an attractive solution to their regime security, as distinct from national security. Personalist leaders have exerted every effort to maximize personal autonomy and enrichment while minimizing external threats. Kim Jong Un is also utilizing nuclear weapons in order to inhibit expanding conventional military power which is the most potential to challenge his complete authority and overthrow the incumbent. As such, considering a given set of internal and external threats, effective nuclear command and control system should be established to maintain Kim Jong Un’s monopolistic control over nuclear arsenal. However, acceleration in building nuclear arsenal is likely to deepen conflicts between party officers and military corps and might increase severe coup risks.
