본 연구는 중국공산당 19차 전국대표대회 시진핑 주석의 정치보고를 중심으로 시진핑 2기 정부의 대외정책을 전망한 것이다. 18차 전국대표대회와 비교하여 중국의 대외인식에 어떠한 변화가 있고, 대미외교와 주변외교를 포함한 주요 영역에서 어떠한 수사(rhetoric)적 변화나 강조점의 차이가 있으며, 그것의 의미가 무엇인지를 분석하였다. 이를 위해 정치보고의 외교관련 문구 분석뿐 아니라 중국 내 권위 있는 전문가들의 인터뷰 내용도 참고하였다. 향후 5년 동안 중국은 ‘신 시대 시진핑 사상 중국 특색 사회주의’에 부합하는 ‘중국 특색 강대국 외교’를 전개하여, 두 번째 100년 목표를 향한 견실한 기초를 쌓았다는 평가를 얻는데 주력할 전망이다. 집권 1기 외교정책의 큰 틀을 유지하면서 중국식 규범과 가치를 확대해 나가려는 노력이 지속될 것이다. 이는 ‘신형국제관계’와 ‘인류운명 공동체’ 담론, ‘일대일로’ 지속 확대, 강대국 관계 안정화, 유연한 주변외교, 그리고 국방력 강화를 축으로 전개되어 나갈 전망이다.
Abstract
This article aims to shed light on changes and prospects of China's foreign policy based on Xi Jinping's report addressed at the 19th CCP National Congress. In particular, the paper focuses on finding out whether Xi's report would play a guiding role to bring about changes of China's foreign policy from that conducted by the first term of Xi's leadership, what made it possible, if any, and what kind of rhetoric the Chinese government employed in an attempt of reshaping its foreign strategy. As a method and evidence, the author has made an extensive use of two resources, respectively: context analysis of the report; and semi-structured interviews with a multiple number of China's foreign policy specialists. Based on findings, the author contends that the 2nd term of Xi's government will pursue two distinctive foreign policy strategies in theory and practice. In theory, it will promote "Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era" as a principal rule of foreign policy. In practice, it will further pursue great power diplomacy. In order to obtain these goals, China will strive to spread foreign policy rhetoric with more emphasis on "Chinese characteristics".
