최근 4차 산업혁명의 주도권을 둘러싸고 디지털 패권 경쟁을 전개되고 있는 가운데 데이터는 더 이상 단순 정보가 아닌 핵심 자원으로 인식되고 있다. 데이터의 사회경제적 중요성이 증대되는 상황에서 데이터 역시 신기술과 같이 국가 및 국제안보 차원의 새로운 도전요인으로 작용하고 있다. 데이터 안보 이슈는 결국 데이터의 총체적인 관리체제를 구축하는 즉, 데이터 주권 및 관할권 문제이고 데이터 개발･축적･이전･유통 및 데이터 현지화 문제로 구체화되고 있다. 이러한 상황에서 주요 디지털 강국들은 데이터에 관한 포괄적인 전략․정책 수립은 물론 이를 지역화･다자화하기 위한 데이터 안보 이니셔티브를 경쟁적으로 추진하고 있다. 데이터의 국제안보적 함의는 디지털 패권을 둘러싼 미･중 경쟁의 새로운 전선으로 전이･확장될 가능성이 높다는 사실이다. 또한 기술패권 경쟁 차원에서 데이터 주권 논의는 미중 경쟁은 물론 미국, 일본, EU 간에도 마찰이 상존하고 있는 바, 경쟁 구도 역시 다층적이고 복잡화 될 것이다. 한편, 데이터 주권을 둘러싼 복합적인 갈등 구도는 2차 대전 후 독자적으로 형성되고 확대해온 자유무역레짐과 국가안보에 기한 무역규제레짐간 충돌 현상을 가속화할 것이다. 이러한 배경에서 본 연구는 데이터 주권 경쟁의 안보적 함의, 주요국 전략･정책을 분석하여 향후 전망과 정책적 시사점을 제시해 본다.
Abstract
As major leading technologies countries around the world are competing for digital hegemony in the era of the 4th Industrial Revolution, the importance of data has been underscored more than ever. In particular, they are approaching the issue of data from a national and global security perspectives; the data policies formulated and implemented by the world’s major economies with technological prowess are not only about strengthening industrial competitiveness, but also about bolstering national security – a seemingly global lurch towards the ‘securitization of data.’ Just as the issue of setting global standards and norms lies at the core of the discussions surrounding emerging technologies security and the ongoing race for technological superiority, the key issue regarding data security is to set a global standard on data management system focusing on the data sovereignty issues. This paper will examine the importance of discussing data security and data sovereignty from a security perspectives, and shed light on the key issues as well as the positions and policies adopted by leading technologies States to give insights on future prospects and understand policy implications.
