지역주의의 제도화에 끼치는 국내정치 변수의 영향력: 동아시아 중심의 이론적 고찰

본 논문에서는 동아시아에서 지역주의의 제도화가 그 동안 미진했던 이유와 최근의 발전 조짐을 무엇으로 일관성 있게 설명할 수 있겠는가 하는 문제의식을 갖고 여러 변수들의 설명력을 평가한다. 그 중에서도 주 관심은 국내정치변수의 영향력 정도에 있다. 동아시아의 지역주의 발전에 끼치는 국제체제변수와 문화 및 정서변수 등에 대해서는 그 동안 비교적 많은 연구와 논의가 진행되었지만 국내정치변수에 대해서는 그렇지 못해왔던 것이 사실이다. 이에 본 논문에서는 주로 이론적 고찰과 논리전개에 의하여 국내정치변수의 중요성을 부각시킴으로써 그에 대한 보다 심도 있는 연구가 필요함을 주장한다. 또한 기존의 지역주의 관련 이론들 사이에 존재하는 간극의 정체를 분명히 밝히고, 그에 근거하여 그 들 중 과연 어떠한 이론이 동아시아의 지역주의 제도화를 설명하기에 가장 적절한 분석틀을 제공해줄 수 있는 지를 분별해낸다. 그 중심에는 국내정치적 변수가 자리잡아야함은 물론이다. 여기서 내려진 결론은 국제정치학의 자유주의, 구체적으로는 ‘자유주의적 정부간주의’가 그 역할을 해줄 수 있다는 것이다.
Abstract
East Asian regionalism has been characterized by its institutional weakness for a long time. But in recent days it shows a remarkable progress in that matter. What kind of independent variables can explain this change better than others do? Most scholars who study regional integration in East Asia have emphasized either system-level variables or cultural/emotional ones. Contrary to them, however, this article tries to highlight the importance of domestic political variables, mostly by means of theoretical and logical discussion. The final goal of the discussion is to find out which theory will provide with the most helpful analytical frame which can include all the important variables centering around domestic political ones in explaining the institutionalization process of the East Asian regionalism. The conclusion reached is that the theory which will do is the liberal intergovernmentalism.
