동아시아 지역질서와 정치통합의 추동력

기존의 많은 연구들이 동아시아 지역통합의 비교대상으로 2차대전 이후 유럽연합의 정립－발전과정을 대조하고 있다. 그러나 유럽에서도 지역통합의 적용대상을 확대할 필요가 생기면서 한편으로는 확대로 인한 제도적 해결책을 모색해야 했고 다른 한편으로는 그에 대한 정당성을 기존 회원국들에게 관념적으로 수용할 수 있도록 도모해야했다. 급기야 지역통합에 대해 유럽지역의 시민, 이익단체/시민연대 혹은 정당 또는 소속 정치인들이 회의적으로 반응하기 시작했다. 그럼에도 불구하고 동아시아 지역통합을 주제로 한 기존 연구들은 아직도 왜 일반 대중이 엘리트와 달리 지역통합에 대해 냉담한지에 대해서는 그다지 관심을 가지지 않는다. 본 연구는 이러한 이론적 빈곤에 주목하여 정치통합이 비로소 정치제도질서로 추동되려면 지역통합에 대한 풍부한 지식을 충분한 정치적 의사소통을 통해 전파해야 가능하다는 관점에서 접근하고자 한다. 따라서 동아시아 지역통합의 성패를 결정하는 요인들을 현실주의적 이해관계 뿐 아니라 지역통합의 필요성에 대한 공감대가 어떠한 경로로 형성되며 나아가 이러한 공감대가 어떻게 정치통합의 제도화과정에 기여하는지 혹은 왜 그러한 기여가 순탄하게 이뤄지지 않는지 살펴보고자 한다. 구체적으로 동북아를 부각시키는 동아시아 담론은 우선 남북한관계를 동아시아 지역차원으로 재구성하지 않고서는 진정한 지역성을 갖추기 힘들다. 더불어 동아시아 지역성을 둘러싼 논의에서 동남아 국가들도 중국 및 일본과 같은 지역강대국이 주도하는 논의를 반박하는 대항담론을 제시하며 동아시아 지역질서의 정립에 활발한 기여를 하고 있다는 점에 주목해야 한다. 결국 남북한관계 및 한중일 3국 위주의 동북아를 넘어서는 동아시아 지역성의 정립을 가능하게 하는 동아시아 지역질서를 구축하기 위해서는 지역통합의 가치관을 공유하게 만드는 지식이 효율적으로 전파되는 긍정적 추동력을 필요로 한다. 그러나 유럽이나 아메리카대륙과 비교해 동아시아는 지역성과 제도화 측면에서 가까운 장래에 구현 가능한 공동체 구축보다 먼 장래를 상정한 관념상 기획에 그치고 있다. 그 결과 현재로서는 행사 유치에 치중하는 경향을 보이며 심지어 1997년의 금융위기를 전후해 여실하게 드러났듯이 동북아와 동남아 간에는 분리된 형태로 지역성과 제도화를 추구하는 사례도 목격된다. 그렇다면 정보화시대가 도래했음에도 불구하고 동아시아라는 지역성을 구축하는 과정에서 지역통합 제도가 지역통합 관념과 유리되어 발전하고 나아가 지역통합 이익을 제대로 아우르지도 못하는 이유를 규명하는 작업이 요구된다. 본 연구는 바로 동아시아의 지역성 창출과 제도화 정립에 대한 전망을 제시하기 위한 전초작업이다.
Abstract
Previous research on regional integration in East Asia is often limited to comparing the past experiences of Europe with the present events in East Asia only to dismiss the fact that Europe is also currently in a disarray as it expands its membership and justifies such expansion to its original member states at the same time. Even citizens and interest groups withdrew their prior support toward the European Union, which prompted some politicians to run a campaign against further expansion. Yet few scholars of regional integration in East Asia pay attention to why general public remains steadfastly lukewarm toward the regional order in East Asia in contrast to the elite. This paper purports to explore how this theoretical gap is filled by focusing on the potentially motivational forces of communication and information technology to disperse knowledge on regional order and its consequent institutionalization among the general public, elite as well as between them. In this paper, I will elaborate why the inter-Korean relationship may be better pursued at the regional level precisely because it bears a significant ramification toward regional order in East Asia. I will also argue that a genuinely meaningful regional identity is formed only when regional order incorporates, if not surpasses, both Northeast Asia and Southeast Asia. Then I will conclude with a suggestion that positive motivational forces are at work in East Asia, which may contribute to or deter further progress depending on the willingness to accommodate such an impulse.
