이 글은 2006 지방선거 패널자료를 통하여 투표변경을 한 응답자들의 특성을 연구하는 것을 목적으로 한다. 1회 조사 자료를 이용한 유동투표자 분석에서 제기되는 자료신뢰성의 문제를 극복하고 4차에 걸친 패널조사 자료를 이용함으로써 좀 더 세밀한 유동투표자에 대한 분석이 가능하였다. 유동투표자는 선거에 관심이 적고 정당에 대한 만족감이 낮다는 기존의 유동투표자 가설과 정책에 민감한 세련된 투표자가 투표변경을 한다는 합리적 선택의 논리를 검토한 결과 유동투표자 가설이 경험적으로 타당한 것을 확인하였다. 투표선택을 몇 번 바꾸었는가보다는 한번이라도 투표선택을 바꾸었는지의 여부가 더 차별적 특성인 것으로 나타났다. 유동투표자들이 선거결과에 영향을 미쳤는가는 선거운동의 중요성을 증거가 될 수 있다. 분석결과 약 25%에 가까운 유동투표자가 있었지만 정당별로 지지와 이탈의 상쇄가 일어나 유동투표로 인한 선거결과의 변화는 없었다. 일반적으로 유동투표자는 승리정당으로 쏠리거나 혹은 일관투표자와 같은 분포로 최종투표결정이 나타나는데 이번 지방선거에서는 열린우리당에 유동투표자가 더 몰리는 현상이 나타났다.
Abstract
This paper focuses on floating voters through the panel data conducted in 2006 local election. Unlike cross-sectional data panel data provide enough information about swinging voters. According to floating voter theory, floating voters are considered less interested in elections and less satisfied with political parties they support. On the contrary, rational choice theory argues that voters change their decision of voting because they are aware of importance of policies. Empirical analysis of this paper turns out the former is more supportive. In addition, whether change of decision is more important than the number of change. Another finding is related with the influence of electoral campaign on electoral results. 25% of the respondents are classified as floating voters. However because they are consisted of new supporters and bolters, the effects of swinging voters are canceled out. In most elections, disproportional support of floating voters to winning party. Voters who changed their decision are more likely to vote for Uri Party which was defeated in most districts in the local election.
