Abstract

This study focuses on the application of facial recognition technology and intelligent facial surveillance systems. In modern society, facial recognition technology has emerged as an innovative tool in automation and data collection, especially in security and criminal investigation, increasing safety and work efficiency. However, it was analyzed that the introduction of these technologies has various problems related to ethics, law, and civic awareness. According to this study, the development of facial recognition technology has raised concerns about personal information protection, as well as concerns about overly strengthened surveillance and privacy violations. Accordingly, while emphasizing the importance of modern surveillance and the possibility of technology, it sought ways to safely manage this technology and protect citizens' rights. First, human intervention and control should be emphasized, and human intervention in intelligent surveillance systems should be designed efficiently and participation should be promoted. Second, artificial intelligence should not be given absolute authority, and the police should maintain decision-making authority. Third, data collection and protection should balance disclosure and reform and prevent the processing of information. Fourth, the training of professional personnel is essential, and ethics, laws, and management capabilities must be strengthened as well as technical understanding. Lastly, although the use of facial recognition technology can contribute to enhance criminal investigation and public safety, the measures to protect individual rights and privacy need to be introduced.
