중국 에너지외교의 새로운 변화와 한중간 에너지협력게임

초록

소비국외교를 중시하는 중국 에너지외교의 새로운 변화에 따라 한국이 그간 전개해온 중국과의 양자간 혹은 동북아 지역차원에서의 에너지분야의 협력 가능성이 더욱 높아지고 있다. 한중간 에너지분야의 협력과 경쟁은 게임이론에서 설정하고 있는 이성적 참여자간의 이익추구라는 게임을 통해 협력의 균형을 찾아가는 논리적 구조와 흡사하다는 점에서 본 논문에서는 전략적 석유비축과 아시아 프리미엄 해소 등 한중간 에너지협력사례에 대한 게임이론적 분석을 통해 한중간 에너지협력의 향후 방향 및 동북아 역내차원의 다자간 협력의 기본적 방안에 대해 모색하였다. 그 결과, 한중간 에너지협력은 우선적으로 에너지관련 기초 정보 및 데이터의 교환, 에너지 효율제고 및 에너지절약과 관련된 기술교류 등을 기초로 상호 신뢰를 증진하고, 이를 통해 점차 역내 에너지공급체계의 안정적 구축을 위한 양자간 전략적 석유비축, 수송로 공동구축 사업을 점진적이고 단계적으로 수행할 필요가 있다. 또한 양국간 에너지관련 기업들의 합작을 통해 해외 공동진출을 꾀하는 방안이 모색될 수 있다. 아시아 프리미엄 해소와 관련해서는 한중간 ‘공동구매’의 방식을 통해 점차 협력의 조건을 구축해 나갈 수 있지만, 결국은 한중 양자간 협력의 틀을 넘어 역내 소비국들의 다자간 협력레짐의 구축이 필연적으로 요구된다.

Abstract

With a new change of China's energy diplomacy, Korean-Sino cooperation on energy sector is getting more and more important. The energy cooperation and competition between Korea and China is similar to the logical structure of game theory that is concerned with the general analysis of strategic interaction between two rational players. This article examines the future direction of Korean-Sino bilateral and multilateral cooperation in Northeast Asia through a game-theoretical analysis of energy cooperation cases between Korea and China, which are strategic oil reserve and Asian Premium of crude oil. The energy cooperation between Korea and China, in the first place, needs to promote mutual trust based on exchange of each energy information and data, energy efficiency and conservation technology. It also requires that Korea and China gradually build strategic oil reserve and land transportation system together. In addition, they have to make a joint-venture oil company and extend its business abroad. In association with Asian Premium of crude oil, they have to satisfy conditions of cooperation through 'cooperative buying'. However, it requires that they build multilateral cooperative regime among energy-consuming countries in the Northeast Asia beyond the framework of Korean-Sino bilateral cooperation in the end.
