동북아 지역내 에너지안보협의체의 등장 가능성에 대한 고찰

최근 들어 에너지안보가 국제관계 혹은 국제정치학에서 주된 쟁점으로 부각되고 있다. 이는 우리의 모든 생활을 지배하고 있는 화석연료가 그리 멀지않은 미래에 고갈이 될 수 있다는 위기의식에서 비롯되었으며, 석유 및 천연가스 등 주요 에너지자원의 문제가 수요와 공급, 가격결정을 둘러싼 정치․경제적 의제를 벗어나 안전한 공급량과 수송로 확보를 둘러싼 군사․안보적 차원의 문제로 전환되어가는 과정에 따른 것이다. 이로 인해 미국과 유럽을 비롯한 대부분의 자원 수입국들은 화석연료를 대체할 에너지 수급대책에 고심하고 있으며 주변국들과의 에너지안보에 대한 협력을 강화해 나가고 있다. 동북아의 주요국가들 역시 주요 자원의 거대 수입국으로서 아시아 프리미엄을 비롯한 안정된 공급 및 수송로 확보 등의 문제점을 해결하기 위해 노력을 경주하고 있다. 그러나 탈냉전 이후 주요 에너지 수입국가들이 경쟁력 강화를 위해 지역주의 협력을 확대하고 있음에도 불구하고 유독 동북아 지역에는 그 어떠한 유형의 정부간 혹은 비정부간 에너지안보협력체도 존재하지 않고 있다. 이는 동북아 특유의 역사적․인식론적 문제를 비롯하여 냉전부터 이어져 온 동맹구조와 지정학적 영토분쟁 등의 원인들에 따른 것인데, 에너지안보의 경우 북한 핵문제 해결을 위한 한반도에너지개발기구(KEDO)와 같이 제한된 범위내에서의 협력이 이루어진 사례가 있으며 동북아 국제분업구조와 같은 지경학적 이유로 말미암아 에너지안보협의체의 형성 가능성은 상존한다고 보아야 할 것이다. 이러한 시점에 본고는 국제관계에 있어 에너지안보의 지역적 협력이 점증하고 있음에도 불구하고 동북아 지역내 에너지안보협의체가 부재하는 원인에 착안하여 과연 동북아 지역에서 에너지안보협의체가 등장 가능한 것인지를 논의해 보고자 한다. 이글은 특히 국제 에너지안보 질서와 협력 현황을 토대로 동북아 주요국들의 에너지안보 정책과 협력에 대한 구조적 메커니즘에 초점을 맞추고자 노력하였다.
Abstract
The purpose of this article intends to explore the possibility and significance of the formation of an energy security conference in Northeast Asia. Energy security issues have become a serious agenda in contemporary international politics, especially among countries in Northeast Asia. This is because the production of oil, natural gas, and other forms of energy is peaking. Energy security is going to increasingly be a serious problem in Northeast Asia because China, Japan, and The Republic of Korea are among the biggest energy consumers in the world. In other regions, cooperative relationships in the field of energy security are proliferating, but Northeast Asia is lacking comparable development to establish energy security institutions because of deep rooted historical and epistemological problems, the structural alliance of the region formed after the Cold War, and ongoing territorial disputes. However, the possibility exists of future energy security cooperation in the region because of the Asian premium and the link between energy security and the international divisions of Northeast Asia. The major challenges facing Northeast Asian countries are finding a way to avoid excluding any of the big energy consumers or suppliers from the energy market and finding a way for all of these countries to benefit from the possible emergence of an energy security institution. However, there still remains much room for the possibile establishment of an energy security conference in Northeast Asia.
