미국의 신국방전략과 한국의 대비 전략

2012년 새해가 시작되자 말자 미국은 신국방전략을 발표했다. 미국의 신국방전략은 2011년 후반기부터 표면화되기 시작한 아태 중심(Asia-Pacific Pivot)전략을 군사적으로 뒷받침하기 위한 것이다. 중국의 어떤 접근 거부 및 지역거부(A2/AD) 환경하에서도 작전적 접근(OA)을 하여 미국의 지구적 리더십을 유지하겠다는 것이 핵심이다. 물론 OA가 순조롭게 이루어지려면 안보적 차원의 허브앤스포크(Hub and Spoke)전략이 전제되어야 한다. 국방비 및 지상군의 감축 속에서 추진될 OA 전략은 한국 안보에도 적지 않은 영향을 미칠 것으로 보인다. 예상되는 미국과 중국의 갈등 속에서 쟁점마다 전략적 선택을 강요받을 수 있고, 제2의 GPR 및 전략적 유연성의 확대 가능성이 있으며, 한반도 유사시 미 지상군의 투입이 제한될 수도 있고, 방위비 분담 인상 요구 등이 있을 수 있다. 각각의 가능성에 대해 철저한 대비 전략이 필요한 시점이다.
Abstract
The US has declared its new national defense strategy as soon as the year of 2012 had begun. The US new defense strategy is to support Asia-Pacific Pivot strategy which has surfaced in the later of 2011. The focus of the strategy is to maintain the US’ global leadership under any circumstances of china’s anti-access or access denial strategies. Of course, to realize OA, the ′hub and spoke′ strategy is directly needed. The OA strategy which is executed in the reduction of national defense expenditure seems to impact upon the security of the ROK. The ROK can be forced its strategic choices in every hot issues in the conflict between the US and China and may encounter the venerable security conditions just like the second GPR or a possibility of strategic flexibility expansion. Moreover it can limit the influx of US troops in the contingency of Korean Peninsula and demand ROK’s raise of defense expenditure dividend. In this juncture, we have to map out alternatives for each cases.
