한국방공식별구역(KADIZ) 확장에 대한 정책결정과정의 분석과 함의 : Kingdon의 정책흐름모형(Policy Stream Model)의 관점에서

그 동안 한국방공식별구역(KADIZ)은 이어도 상공은 물론 마라도와 홍도 남방 일부의 영공도 제외되어 있었다. 그러던 중 한국정부는 중국이 2013년 동중국해 방공식별구역을 선포한 지 15일만에 이어도 상공과 대한민국의 모든 영공을 포함하는 확장된 KADIZ를 공표했다. 이는 한국정부가 1963년 KADIZ 조정을 시도한지 50년 만에 이뤄낸 역사적인 성과이다. 본고는 한국정부의 이러한 신속하고 과감한 정책결정과정을 정책흐름모형(Policy Stream Model)을 이론적 준거로 하여 분석하였다. 연구결과, 한국정부의 KADIZ 확장은 당시 정책선도자들이 중국의 동중국해 방공식별구역 선포로 열린 ‘정책의 창’이라는 기회를 전략적으로 이용하여 정책흐름을 적시에 합류시킨 결과물이었다. 이는 아무리 오래되고 난해한 정책문제라도 정책선도자가 정책의 창을 적기에 활용한다면 의외로 문제를 잘 해결할 수 있음을 시사해 준다.
Abstract
In the past, not only the airspace above Ieodo, but also a section of the territorial airspace south of Marado and Hongdo were excluded from the Korea Air Defense Identification Zone(KADIZ). However, in 2013, only 15 days after People's Republic of China has declared the East China Sea Air Defense Identification Zone, the Republic of Korea government has announced an expanded KADIZ that includes the airspace above Ieodo and the entirety of ROK aerial domain. This is a historical achievement that was earned 50 years after the ROK government had attempted to adjust the KADIZ for the first time in 1963. This study analyzes the ROK government's swift and bold policy decision process based on Kingdon(1984)'s Policy Stream Model Theory. Study results demonstrate that the ROK government's KADIZ expansion was achieved by policy entrepreneurs at the time who took strategic advantage of an opportunity called the "policy window," which was made possible by the declaration of the East China Sea Air Defense Identification Zone, in order to couple policy streams at appropriate timing. Such results suggest that even the most outdated and challenging policy problems can be resolved in a surprisingly sound manner if a policy entrepreneur utilizes the "policy window" at appropriate timing.
