비대칭동맹하에서 약소국의 영향력에 관한 연구: 국가능력과 정책결정자의 대응인식을 중심으로

이 연구는 약소국이 비대칭동맹하에서 강대국에 영향력을 발휘할 수 있는 조건과 유형이 어떻게 시현되는지를 박정희, 노무현 정부 사례에 적용하여 검토하고자 하였다. 약소국의 영향력 유형으로 순응, 저항, 명분, 실용을 제시하였으며, 영향변수로는‘맥락적 국가능력’과 ‘최고 정책결정자의 대응인식’을 상정하였다. 여기서 맥락적 국가능력은 국가의 상대적 자율성과 내적 자원규모로 구분할 수 있으며, 대응인식은 ‘강대국 동맹국의 방기에 대한 두려움’과 ‘연루에 대한 위험인식’으로 다시 세분화할 수 있다. 즉, 이러한 두 가지 변수들의 상호작용에 의해 네 가지 약소국 영향력의 유형이 나타날 수 있다는 점을 제시하였다. 이 연구의 함의로는 한미관계 혹은 대주변 강대국들과의 관계는 강대국들의 정책이나 전략에 의한 부산물만이 아니며, 한국 사회와 정책결정자의 상황인식간의 상호작용에 의해 다양하게 나타날 수 있다는 점이다. 즉, 주변 강대국들에 대한 영향력 강화를 위해서는 국가의 상대적 자율성 강화와 정책결정자의 정확한 상황인식이 중요하다는 의미이다.
Abstract
The object of this study is to analyze small states' influence in asymmetrical relations. Especially, The conditions under which maneuverability is effective and various strategies that enhance influence are main subject of this study. While previous studies about small state's foreign policy mainly explain small state's behavior based on autonomy concept, This research explains it through influence concept. In the former concept, focal point is strong state's pressure structure or passive reaction against that. To the contrary, The latter concept stresses active efforts that free themselves from structural restriction and the practicable conditions. Influence enhancing strategy can be stereotyped into four types. Those types arecompliance,voice, pragmatic, and justification. Independent variables of this paper are small state's capability for facing context at state level, decision maker's perception of circumstances at individual level. Especially, I subdivide the capability of facing context into state autonomy and capability of resource mobilization. Also, decision maker's perception is divided into ‘fear of abandon’, ‘fear of entrapment’. Implication of this study is that the relation between small state and strong state is no byproduct which could be caused by strong states one-sided behavior. That is affected by the interaction between the state autonomy and the policy maker’s perception of the small state’s.
