DMZ의 평화적 이용은 남북한 당국 차원의 결단과 합의가 전제되어야만 가능한 일이다. 이런 점은 DMZ의 평화적 이용이 기능주의적 접근보다는 신기능주의적 접근의 특성을 가지고 이루어짐을 보여준다. 남북한은 그동안 주요합의를 통해 DMZ 평화적 이용을 위한 기초 작업을 진행해왔다. 하지만 북한 핵문제와 대북 제재가 지속되는 현 시점에서 ①DMZ의 평화적 이용에 관한 계획과 추진은 현실적으로 남측 영역에서만 가능하다는 점, ②북측의 호응과 공동계획이 필요하다는 점, ③남북한 합의 외 한반도 평화체제 구축 등 근본적인 여건 변경이 필요하다는 점 등이 주요과제이자 한계로 남는다. 현실적으로 북한 비핵화와 대북제재가 해제된 후에야 본격적인 DMZ 평화적 이용 사업은 가능하겠지만 그때에 가서 계획을 세우고 준비를 하는 것이 아닌 그동안의 오랜 논의를 집대성해가며 여건조성과 준비작업을 병행하는 인내와 노력이 필요한 시점이다.
Abstract
It is prerequisite to make inter-Korean agreements for the peaceful utilization of DMZ. In this regard, it is appropriate to apply neo-functionalism rather than functionalism when analyzing two Koreas' approach toward DMZ. Two Koreas have clinched several agreements for the peaceful utilization of DMZ. However, under the current political stalemate between two Koreas and pending sanctions against North Korea, there are a few constraints over the peaceful utilization of DMZ; ⅰ) geographical constraint when implementing the DMZ development program only in the South Korean jurisdiction, ⅱ) requirement for the more concrete course of action between two Koreas including North Korea's consent, ⅲ) the fundamental transformation of political and security environment including the establishment of Korean Peninsula Peace Regime etc,. At this point, it is required to continue parallel approach to design concepts and plan for the future task on DMZ while shaping conditions for the breakthrough of the stalled situation between two Koreas.
