1990년대 이후 정부 차원에서 접경지역 발전방안이 검토되기 시작하여 여러 이해당사자간의 격론 끝에 1999년 「접경지역지원법」이 국회 본회의를 통과하였다. 그러나 「접경지역지원법」과 동 법 시행령 제정에도 불구하고 실질적인 접경지역 지원정책은 전무한 상태였다. 2011년 정부는 동 법률을 특별법으로 격상시키면서 전면 개정함과 동시에 182조 9천억 원 규모의 접경지역 투자방안을 포함한 ‘접경지역발전종합계획’을 발표하였다. 그럼에도 불구하고 2015년 현재까지 접경지역에 대한 신규 투자는 이루어지지 않고 있으며, DMZ세계생태평화공원 유치를 둘러싼 접경지역간 경쟁만 과열된 바 있다. 이 글은 접경지역에 대한 사회적 관심이 고조되고 있는 시점에서 접경지역의 사회경제 및 법제적 현황과 각종 지원 상황 등을 정리하여 접경지역 발전방향 논의에 관한 기초 자료를 제공한다.
Abstract
Since the 1950~1953 Korean War, the border area, which is adjacent to North Korea, has been undeveloped due to the division into North Korea and South Korea. The Border Area Support Act was enforced in October 2011. The purpose of the Act is to create new growth engines, support the improvement of the welfare of the residents, and contribute to strengthening national competitiveness and balanced national development through the systematic conservation and management of the natural environment. No actual support, however, has been offered to the border area. This paper clarifies socioeconomic and legal status of the Korean border area.
