한 국가의 변경에 위치한 접경지역은 중심지역에 비해 대체로 발전되어 있지 못하다. 발전된 접경지역은 인접한 국가와 교류하는 통로가 되어 있는 경우가 대부분이다. 이 글은 대한민국 접경지역 발전의 참고 사례로 통일 전 서독의 접경지역, 싱가포르-말레이시아-인도네시아 성장삼각형, 단둥-신의주 경제특구 및 훈춘-나선 경제특구, 샤먼-대만 접경지역, 이스라엘-요르단-팔레스타인 접경지역 등을 간략히 살펴본다. 이런 외국 모델을 한국의 접경지역에 그대로 적용할 수는 없다. 지역발전의 가장 중요한 제약조건으로 여겨지고 있는 각종 규제를 철폐하기 어려워 시장 메커니즘을 활용할 수 없기 때문이다. 한국 접경지역의 발전은 개발이익보다는 민족적, 평화적, 생태적 가치의 증진이라는 공공재 생산에 기여하고 그에 상응하는 보상을 받는 방식으로 전개되는 것이 바람직하다. 공공재 가치의 증대라는 차원에서 한국 접경지역의 브랜드화와 네트워크화를 추진할 수 있다.
Abstract
A country’s border area is less likely to be developed than its center area. Most developed border areas work as a route of exchange with their neighboring countries. This paper explores German border area before reunification, Indonesia-Malaysia-Singapore Growth Triangle, Dandong-Sinuiju Economic Zone, Hunchun-Rason Economic Zone, Shaman-Jinmen border area, and Israel-Jordan-Palestine border area as a model for the development of the Korean border area. The developed cases may not be applied to the Korean border area since the mechanism of market cannot be utilized under heavy regulation for military purpose. In the Korean border area, the productivity of public good is higher than that of private good. The contribution of the Korean border area to such pubic good as security, national accommodation, and ecology needs to be appreciated. The central government may provide the border area some benefits that are proportional to its contribution. Branding and networking may be promoted in order to increase the value of the Korean border area
