소규모 공공건축 관련 국내 연구동향 분석 - 연구 관점에 따른 유형 분류를 중심으로 -

Abstract

(Background and Purpose) Aligned with recent government policies, the significance of small-scale public buildings, such as local residents' convenience facilities, has been increasing. However, systematic management of small-scale public building projects is lacking due to issues with laws, regulations, administrative organizations, and project procedures. Therefore, this study aims to establish a foundational research basis for exploring effective methods to ensure the feasibility of managing small-scale public buildings by analyzing the trends in previous studies related to small-scale public buildings. (Method) The literature used in this study was collected from databases, including research reports, theses, conference papers, and academic presentation materials, published between 2000 and July 2023. The search was conducted using keywords such as 'small-scale,' 'public architecture,' 'management system,' 'design quality,' and 'design process' on databases such as the National Assembly Library, KRF, DBpia, RISS, KIA, and the AURI. A total of 65 documents were gathered. The collected literature was organized by publication year, issuing institution, research title, authors, research type, research methods, key content, and research outcomes. Among them, 20 relevant studies with clear research perspectives and methods were selected for analysis, excluding duplicates and unrelated research. (Results) The research perspectives in previous studies related to small-scale public buildings can be categorized into five types: 'policy and system', 'design indicators and standards', 'project procedures and participating entities', 'project costs', and 'facility operation'. Under 'policy and system', recommendations were provided for long-term policies, research tasks, and institutional improvements that can facilitate integrated management of small-scale public buildings. For 'design indicators and standards', specific design indicators and models applicable to small-scale public buildings were proposed, addressing factors that should be considered during the design process. Regarding 'project procedures and participating entities' improvement measures for the roles of stakeholders involved in each project were mentioned. In 'project costs', approaches for establishing appropriate cost standards and utilizing web-based systems to calculate project expenses were suggested. Lastly, 'facility operation' offered relevant laws and web-based systems that can ensure systematic maintenance and management of small-scale public buildings after construction. (Conclusions) Although extensive studies have been continuously conducted on mid- to long-term policies and regulations, design standards, and design indicators for the integrated management of small-scale public buildings, in contrast, studies on project implementation procedures, roles of participating entities, appropriate budget allocation, and facility operation and management in the development process of small-scale public buildings are still insufficient. Furthermore, there is a need for additional research that systematically analyzes the trends in theoretical studies to provide foundational research materials for small-scale public buildings studies, and detailed procedures for each project stage, the role of participating actors, and appropriate cost planning.
