공공임대주택단지 외부공간의 공공성 지표 개발을 위한 선행연구 고찰

(연구배경 및 목적) 공공임대주택단지 내 모든 외부공간은 다양한 공공이 모여 살아가는 공공공간으로서 그 중요성이 대두되고 있으며, 다양한 사람과 공간이 복합적으로 함께하는 곳으로서 공공적인 성격, 즉 공공성을 지니고 있다. 따라서 본 연구의 목적은 공공임대주택 단지의 공공(公共)이 사용하는 외부공간을 객관적으로 측정하고 평가할 수 있는 지표를 개발하는 것이다. 이를 바탕으로 공공임대주택의 공공성에 관한 가이드를 제시하여 공공임대주택 계획 시 공공성 측면에서의 좀 더 면밀하고 세부적인 내용을 평가할 수 있을 것이다. (연구방법) 본 연구는 공공임대주택 외부공간의 공공성을 평가할 수 있는 정량적 평가지표들을 개발하는 것이며, 공공성과 관련된 지표를 개발하거나 사용했던 선행연구 분석을 토대로 지표를 도출하였다. 본 연구의 방법은 첫째, 이론적 고찰을 통해 공공임대주택의 정의와 공공임대주택의 외부공간의 개념과 요소들을 살펴보고 공공성에 관한 고찰을 통해 공공임대주택단지 공공성의 조작적 정의를 진행하였다. 둘째, 선행연구 분석을 통해 활용 가능한 공공성 지표를 분류하였다. 셋째, 공공성의 상위지표를 도출하고, 그와 관련된 하위세부지표를 연계하여 정리하였다. 넷째, 최종 선정된 지표 결과를 통해 내용을 종합적인 결론을 제시하였다. (결과) 연구의 주요 결과를 종합하면, 첫째, 선행연구 분석을 통한 공공성과 관련한 상위 지표를 분류하면 접근성, 개방성, 쾌적성, 연계성, 편리성, 심미성, 체류성, 식별성, 편의성, 인지성, 위계성, 다양성, 연속성, 장소성, 안전성의 15개 항목으로 1차 상위지표가 도출되었다. 둘째, 위의 상위지표 15개와 연관된 하위세부지표를 선행연구분석을 통해 도출하면 93개를 분석할 수 있다. 셋째, 상위지표와 연계된 세부하위지표를 분류하였으며 세부하위지표 분석과 분류를 통해 지표 통폐합을 진행한 결과, 접근성, 개방성, 쾌적성, 연계성, 편리성, 심미성, 체류성의 상위지표 7개와 그에 따른 하위세부지표 28개로 분류하였다. 넷째, 공공임대주택단지 공공성의 조작적 정의와 연계를 통해 단지 외부공간, 입주민, 공공생활에 맞게 상위지표 7개를 분류하였다. (결론) 본 연구는 선행연구 고찰을 통해 공공임대주택의 공공성에 대해 정의하고, 그에 맞추어 상위지표와 하위지표를 연계하여 공공임대주택의 공공성을 평가하기 위한 객관적이고 정량적인 기본 지표의 틀을 마련하였다는 데 그 의의가 있다. 본 연구에 이어 추가적인 전문가 설문 분석 방법을 통하여 지표의 적절성과 타당성, 신뢰성을 갖추어야 할 것이다.
Abstract
(Background and Purpose) All outdoor spaces in public rental housing complexes are emerging as public spaces where various publics live together, and have a public character, that is, publicness, as a place where various people and spaces live together in a complex manner. The purpose of this study is to develop an indicator that can objectively measure and evaluate outdoor spaces used by the public of public rental housing complexes. Based on this, a guide on the publicness of public rental housing will be presented to evaluate more detailed and detailed contents in terms of publicness in public rental housing plans. (Method) This study develops quantitative indicators to evaluate the publicness of outdoor space public rental housing, and the indicators were derived based on the analysis of previous studies that developed or used indicators related to publicness. The method of this study was first to define public rental housing and the concept and elements of outdoor space of public rental housing through theoretical consideration and to define the public rental housing complex's public nature through consideration of publicness. Second, the publicness indicators available through the analysis of previous studies were classified. Third, the upper indicators of publicness were derived and organized by linking the related lower detailed indicators. Fourth, a comprehensive conclusion was presented through the final selected index results. (Results) To summarize the main results of the study, first, the top indicators related to publicness through analysis of previous studies were classified into 15 items: accessibility, openness, comfort, connection, convenience, aesthetics, stayability, identification, convenience, cognition, hierarchy, diversity, continuity, location, and safety. Second, 93 can be analyzed by deriving the sub-detailed indicators related to the 15 above top indicators through analysis of previous studies. Third, detailed sub-indicators linked to the top indicators were classified, and as a result of the consolidation and abolition of indicators through detailed sub-indicator analysis and classification, 7 high-level indicators of accessibility, openness, comfort, connection, convenience, aesthetics, and staying were classified into 28 low-level indicators. Fourth, through the operational definition and connection of publicness in public rental housing complexes, 7 high-level indicators were classified according to the outdoor space, residents, and public life of the complex. (Conclusions) It is meaningful that this study defined the publicness of public rental housing through a review of previous studies and prepared an objective and quantitative framework for basic indicators to evaluate the publicness of public rental housing by linking upper and lower indicators accordingly. Following this study, the appropriateness, validity, and reliability of the indicators should be established through additional expert questionnaire analysis methods.
