Abstract

(Background and Purpose) Studies involving the development and application of evaluation indicators are advantageous for identifying key characteristics or phenomena in a given research subject, and they are widely utilized across various methodologies in the fields of architecture and urban studies. This study aims to develop and apply a set of publicness indicators to evaluate the publicness of outdoor spaces in public rental housing complexes. Specifically, it includes a process of reviewing and validating the basic publicness indicators derived from previous studies. The ultimate goal of this research is to enhance the appropriateness and reliability of the indicators by collecting and analyzing expert opinions, thereby refining the components and content of the indicators through a systematic and participatory research process. (Method) This study employed expert-based analytical methods, specifically Focus Group Interviews (FGI) and the Delphi method. The FGI process captured expert discussions and consensus-building regarding the publicness indicators, and included a content review that involved linking higher-level and detailed sub-indicators as well as supplementing the existing framework. The Delphi analysis was conducted in two rounds, not only to validate the practical applicability of the indicators, but also to refine their content by incorporating additional feedback gathered through open-ended questions. (Results) Based on the seven higher-level indicators and 28 sub-indicators established in previous studies, the key findings of this research are as follows. First, through the FGI analysis, significant revisions and additions were made, particularly concerning convenience and pedestrian-related aspects. Specifically, seven sub-indicators were revised and three new ones were added, resulting in a revised framework comprising seven higher-level indicators and 31 sub-indicators. Second, in the Delphi analysis, after two rounds of evaluation, the placeness indicator at the higher level was removed, and eight sub-indicators were excluded, culminating in a final set of six higher-level indicators and 23 sub-indicators. Notably, sub-indicators under openness, pleasantness, and connectivity focused on elements related to open spaces and integration with nature. Meanwhile, sub-indicators under convenience, accessibility, and identifiability addressed the characteristics of shared living environments, participatory behaviors, and access to public spaces. Furthermore, indicators related to pedestrian activity and open space recorded relatively high scores in both mean value (M) and Content Validity Ratio (CVR), confirming their perceived importance and validity. (Conclusions) While this study developed a diverse range of indicators related to public spaces and public life, expert feedback consistently emphasized that pedestrian activity and the presence of inclusive, open spaces within the outdoor areas of public rental housing complexes are the most critical elements in evaluating publicness. These findings highlight the significance of walkability and shared spatial experience as fundamental dimensions of publicness in such residential environments.
