Abstract

(Background and Purpose) As a paradigm of our time, universal design can contribute to its diffusion if it is linked to the political trends our society aims to pursue if understanding of it is enhanced as a mechanism that facilitates these trends. This study aims to understand how the Universal Design Evolution Educational Module raises learners' awareness of the mechanisms contributing to the development of a democratic society. (Method) A pre & post-test field experiment design was employed, with the educational module, the independent variable, consisting of six sessions on the evolution and content of universal design over two weeks. The subjects were 73 first-year university students who voluntarily participated in a social innovation liberal arts course in the fall semester of 2023. The dependent variable, learning outcomes, included awareness of universal design's contribution to social development, the perception of universal design as democratic design, and expectations of the government departments responsible for its implementation. (Results) The study results demonstrated that the educational module significantly enhanced students' awareness of universal design's role in fostering social development. Notably, their perception of universal design as a democratic approach remained consistently high both before and after the course, reflecting a strong pre-existing understanding of its democratic implications The Ministry of Health and Welfare and the Ministry of Education were identified as the most expected departments to implement universal design, with additional positive responses for the Ministry of Environment, Ministry of Employment and Labor, Ministry of Land, Infrastructure, and Transport, Ministry of the Interior and Safety, Ministry of Gender Equality and Family, Ministry of Culture, Sports, and Tourism, Ministry of Strategy and Finance, Ministry of Science and ICT, and Ministry of Justice. The study highlighted the need for broader reflection across various government departments. When priority was weighted, the Ministry of Health and Welfare, Ministry of Strategy and Finance, Ministry of Gender Equality and Family, and Ministry of Education ranked highest, emphasizing the recognition of these departments' roles in addressing the needs of vulnerable groups, gender equality, and budget allocation. (Conclusions) This educational module had a learning effect that led students to perceive universal design not as a branch of design, but as a paradigm that should be implemented as a mechanism for social development in response to contemporary trends. The significance of this study lies in strengthening the perception of universal design as a macro-level facilitator of social progress, rather than merely being associated with physical environments and product examples, while also fostering an understanding of the interconnectedness of these perspectives. Most importantly, by enabling future generations to recognize it as an administrative responsibility, this module suggests the potential for enhancing social development both as citizens and professionals.
