Abstract
(Background and Purpose) Along with the increasing interest in social and ethical responsibility from designers, the demand for a paradigm shift across society that respects diversity has been called for. In particular, the demand for change from the perspective of the average and standard applied in various fields such as urban space, living environment, products, and services is increasing owing to the increase in the number of people having difficulty using the mobile and living environment and entering a super-aged society. Under these circumstances, various design approaches have been discussed and developed in consideration of accessibility. However, many criticisms of the excessive application of such approaches (i.e., Universal Design) to the field without a consistent consensus have been raised, and limitations in their application have occurred. Therefore, this study aims to contribute to the expansion of the design approach considering those who are socially disadvantaged by examining the background and changing patterns of design approaches related to universal design and to explore ways to develop this. (Method) To investigate the evolution of design approaches for the socially disadvantaged, a systematic review of concepts from domestic and foreign countries was conducted. The concept of each design approach was summarized. Next, a survey was administered to a focus group of eight experts in Universal Design including four semi-structured questions on the concept and applicability of Universal Design. The goal was to reorganize the concept and propose directions for its utilization. (Results) The results of the systematic review showed that approaches related to universal design have been developed since the 1950s. The perspective toward people has shifted from viewing them as a means to an end to viewing them as equal members of society. Correspondingly, society has begun to support their right to equal participation. From the perspective of legislation and policies, the right of access has been recognized as a basic right granted to the people, and policies and systems have been refined by national and international organizations. From the viewpoint of users, design approaches have been expanded to enhance the accessibility and usability of public facilities, products, and services for a diverse range of individuals, including older adults and people with disabilities. (Conclusions) The results of the systematic literature review and focus group indicate that it is critical to recategorize universal design-related concepts into widely accepted common concepts rather than specific terms and to stay relevant and up-to-date with future shifts in the concept. This study highlights the significance of reconceptualizing universal design as a fundamental right guaranteed to citizens in a democratic society, rather than just defining it as a design approach for socially disadvantaged groups.
