Abstract

(Background and Purpose) South Korea is experiencing rapid population aging while having the highest elderly poverty rate among OECD countries. This trend accelerates the weakening of the social safety net, making the provision of stable and high-quality housing crucial for realizing Aging in Place (AIP) and maintaining the quality of life for the elderly. However, South Korea’s predominant housing type has developed around apartment complexes, while many elderly individuals reside in deteriorating low-rise residential areas, single-family houses, multi-household units, and multiplex housing. In the absence of a comprehensive and authoritative housing renovation guide for the elderly, Japan's approach to addressing housing modifications for its aging population holds significant implications for South Korea, as Japan has experienced super-aging earlier and has a housing culture centered around single-family homes. This study aims to analyze and interpret the characteristics of Japan’s elderly single-family housing renovation guidelines through the lens of the User Benefit Criteria (UBC) theory. (Method) This study employs content analysis to examine the eight categories and 40 guideline items outlined in Japan's elderly detached house modification guidelines. The analysis was structured around the four UBC criteria: Behavioral Facilitation (BF), Physiological Maintenance (PhM), Perceptual Maintenance (PM), and Social Facilitation (SF). (Results) The findings indicate that Japan's guidelines are comprehensively designed, reflecting all four UBC criteria. Notably, the guidelines place strong emphasis on Physiological Maintenance (PhM) and Behavioral Facilitation (BF), directly supporting the safety and health of older adults. These approaches also contribute to psychological stability and social participation, playing a pivotal role in creating sustainable housing environments in aging societies. The guidelines demonstrate the effectiveness of designs that enhance the quality of life for the elderly. The conversion of unused spaces into areas for interaction, hobbies, and storage can enhance life satisfaction, thereby contributing to Behavioral Facilitation (BF), Perceptual Maintenance (PM), and Social Facilitation (SF). (Conclusions) Japan's experience as a super-aged society has informed the development of guidelines that provide practical and realistic recommendations for improving housing environments from the perspective of elderly residents. Unlike South Korea, where detached housing is less prevalent, Japan's systematic promotion of these guidelines offers valuable insights. The analysis of Japan's case presents comprehensive strategies for improving detached housing for older adults in South Korea. The findings of this study are expected to serve as a foundation for developing guidelines to enhance housing conditions in South Korea, focusing on the well-being of elderly residents as the nation transitions into a super-aged society.
