Abstract

(Research Background and Purpose) This study aims to propose improvement measures by applying the concept of universal design to communal facilities in rural areas, in response to the growing welfare and safety issues caused by the increasing aging population. Compared to urban areas, rural regions face disparities in social welfare services, and the design and operation of communal facilities frequently used by the elderly often lack consideration for their specific needs. This study investigates the current status of these communal facilities and explores ways to apply universal design that reflect user demands, with the goal of creating an age-friendly environment. (Method) The study conducted a survey on 15 village halls and senior centers in five counties with a high percentage of elderly residents in Chungcheongnam-do (Seocheon, Buyeo, Cheongyang, Yesan, and Hongseong). A quantitative evaluation was conducted using a universal design checklist for public buildings to assess accessibility, sanitary facilities, etc. A qualitative evaluation was conducted through in-depth interviews with facility users to analyze problems and needs related to facility use. By modifying the existing checklist to suit the rural environment, the study aimed to establish more realistic and appropriate diagnostic criteria. The theoretical background includes a review of the concept and current status of rural community facilities, as well as the differences between universal design and BF certification. (Results) As a result of the survey, the universal design scores of the facilities ranged from 30.2 to 57.9, which were low. Relatively newly built facilities, which had received BF certification, scored higher, but most of the facilities were inadequate in terms of sanitary facilities and accessibility. In particular, sanitary facilities such as restrooms were identified as the most urgent area for improvement, with some facilities lacking restrooms altogether. Administrative officials responded that there was a lack of awareness about the concept of universal design and that they faced difficulties in promoting facility improvement projects due to budget and personnel shortages. When evaluating different types of facilities, indoor spaces (rooms, kitchens, living rooms, etc.) received the highest scores, while sanitary facilities received the lowest scores. (Conclusion) Communal facilities in rural areas play a crucial role in an aging society, yet their current management and operation systems face limitations. To apply universal design effectively, it must be considered at the design stage of new constructions or systematically integrated during renovations or expansions of existing facilities. Furthermore, integrating ordinances and improving support systems across local governments are necessary to ensure efficient management and policy consistency. Through these measures, it is expected that safer and more comfortable environments can be provided for residents in rural areas.
