Abstract

(Background and Purpose) Common Open Spaces are essential platforms for daily life, culture, and social interaction, playing a key role in shaping urban identity and revitalizing cities. In South Korea, however, their potential is constrained by unilateral management, low usage, and limited public-private collaboration. This study has three main goals: First, it analyzes successful Japanese area management cases through public-private partnerships, identifying core features such as managing entities, structures, financing, and operations. Second, it classifies management types applicable to the South Korean context. Third, it proposes strategies to improve local applicability and support sustainable urban development through effective policy foundations. (Method) The research method combined literature review and case analysis. An analytical framework was developed by reviewing recent policy documents, including Japan’s Area Management Promotion Manual and studies from the past five years. Three models were selected for analysis: Tokyo’s corporate-led model (Marunouchi), Yokohama’s culture and waterfront-based model (Minato Mirai 21), and Fukuoka’s innovation-driven consignment model (Tenjin Big Bang). These cases were examined in terms of organizational structure, financing, and operations. The analysis utilized official documents, academic literature, and field research conducted over the past decade. Key characteristics and success factors were identified using five core elements: managing entity, administrative role, organizational design, financial procurement, and program operations. (Results) As a result of the analysis, Japan’s area management was categorized into three types: the ‘private-led’ model centered on large corporations, the ‘type-mix’ model involving public, arts, and private cooperation, and the‘public-private partnership’ model where the public sector provides institutional support and the private sector oversees operations. The private-led type suits campus-style developments by companies like Samsung and LG, enabling efficient space management through corporate expertise. The private-company alliance model is effective in commercial districts like Yeouido and Gangnam, where diverse stakeholders can form a consultative body and share responsibilities through operational agreements. The public-private partnership model is suitable for regeneration areas such as Seun Shopping Center and Yongsan, integrating public support with innovative private operations. A stable consultative structure between local operators and government can support flexible space use and tailored programs. These three models serve as practical references for activating urban public spaces in South Korea, adaptable to local conditions and governance systems. (Conclusions) Management of urban open spaces should be seen as a strategic tool for enhancing urban identity and generating social value, beyond basic maintenance. For domestic application, a phased implementation strategy is required, including legal and institutional reforms, the establishment of a funding system with incentives and support, programs to encourage private participation and build capacity, and gradual expansion of regionally tailored models. The proposed management types and strategies can serve as a foundational policy framework for revitalizing and sustainably operating urban open spaces in South Korea.
