우리나라 지구대 파출소 외근경찰 휴대무기 체계 개선 필요성에 관한 일선 경찰관 인식 연구 - 미국 ‘경찰 물리력 사용 연속체’ 도입 관련 후속 연구의 일환으로 -
A Study on Frontline Police Officers’ Perception about the Necessity to Revise Police Weapon-Carrying Systems in the Korean Police Agency Following ‘Police Use of Force Continuum’ in the United States

현행 우리나라 지구대 파출소 외근경찰관 휴대무기 체계는 2인 1조 근무원칙에 따라 필수휴대장비인 ‘권총-테이저건(또는 가스분사기)’은 분리휴대, 삼단봉은 선택휴대 하도록 규정되어 있다. 최근 이러한 경찰 휴대무기 체계의 흠결로 인한 일선 외근경찰관의 물리력 과부족 현상과 시민뿐만 아니라 경찰관의 신체적 위해 사이의 상관관계 가능성을 제시한 귀납적 연구가 등장하였다. 이 연구는 선행연구를 바탕으로 실제 일선 지구대 파출소 외근경찰관 설문조사를 통하여 현행 휴대무기 체계의 흠결과 휴대무기 체계 개선 필요성 사이의 상관관계에 관한 연역적 분석을 시도하였다. 특히, 이 연구는 외근경찰관이 파트너가 부재인 상태에서 시민 또는 피의자를 단독으로 대면한 경험과 휴대한 경찰장비 이외의 장비가 필요한 시민 또는 피의자 대면 상황 경험과 ‘경찰 물리력 사용 연속체’에 기반을 둔 외근경찰관 1인 기준 ‘권총-테이저건-호신용 최루액 분사기-삼단봉’ 일체 휴대 필요성 사이의 상관관계를 집중적으로 분석하였다. 분석 결과, 단독근무 및 물리력 부족 경험과 휴대무기 체계 개선 필요성 간 통계학적으로 유의미한 인과관계가 있는 것으로 나타났다. 이러한 분석 결과는 설문응답자의 물리력 사용 경험 변수를 통제한 상태에서 나타났기 때문에 일선 경찰관들은 실제 경찰 물리력 사용 빈도와 상관없이 현행 휴대무기 체계 개선 필요성에 공감하는 것으로 해석할 수 있다. 이 연구는 분석결과에 따른 경찰청의 향후 휴대무기 체계 개선 노력 필요성과 후속 연구의 방향에 대해서도 논의하였다.
Abstract
Currently, Korean uniformed police officers in the line of duty are required to carry either a .38 caliber revolver or a taser gun while they opt to carry a baton. A recent deductive research study proposed a hypothesis that the present weapon carrying system of the Korean Police Agency might cause situations where officers cannot adequately respond to citizen resistance, which, in turn, causes citizens’ and officers’ injuries or deaths. In this regard, the current study attempted to analyze the relationship between the defects in the weapon carrying system in Korean Police Agency and officers’ perception toward the necessity to revise the system, utilizing the survey results of Korean police officers. Particularly, the present study focused on the issues of (1) whether police officers had an experience of encountering citizens without a partner officer, (2) whether they needed other weapons that they did not carry during encounters with citizens, (3) whether they agree to a new police weapon systems of “handgun-taser-OC spray-baton.” The result shows that there is a statistically significant relationship between the first two variables and officers’ perceptions toward revising the current weapon carrying systems. The present study discuses policy implications and future research directions.
