프로파일링 효용성의 수사실무적 평가:프로파일링 수사기법 사용자를 중심으로

본 연구는 실무자들이 프로파일링 효용성 여부를 평가하기 위해, 실제 프로파일링 의뢰 경험이 있는 수사관을 대상으로 설문 조사하여 분석한 결과이다. 연구결과, 프로파일링을 활용해 본 수사관들은 프로파일링의 ‘도움여부’, ‘정확도’, ‘신뢰도’, ‘재의뢰 의향’ 등 모든 설문 항목을 긍정적으로 평가하였다. 세부적으로는 수사과정 중 조사과정에 도움을 받았다는 응답이 많았으며, 사건관련 심리특성 및 성향 등에 대한 이해부분에서 도움을 가장 많이 받았다고 답하였다. 특히 ‘죄종별’ 활용정도는 살인이 가장 높았으나, 도움정도에 대한 인식은 아동학대와 성범죄에서 가장 높게 평가되었다. 또한 프로파일링 ‘분석기법별’로 살펴보면 피의자의 자백과 관련한 ‘신문전략’ 및 ‘자백획득’이 도움정도, 정확도, 신뢰도에 있어서 높은 평가를 받았다. ‘죄종에 따른 수사기법별’로는 통계적 제한이 있지만 죄종별 특성에 맞게 ‘살인’은 다양한 분석기법이 적용되었고 ‘절도’는 지리적프로파일링, ‘성범죄・아동학대’는 진술분석이 도움을 준 것으로 평가되었다. ‘성범죄’의 경우 프로파일링 지원건수가 적음에도 불구하고 ‘도움 정도’가 가장 높게 평가된 것은 이 분야에 프로파일링 기법이 효과적으로 활용될 수 있음을 보여준다. 죄종별∙분석기법별 평가에 있어서 ‘도움정도’, ‘정확도’, ‘신뢰도’보다 ‘재의뢰 의향’이 더 높게 나타난 것은 프로파일링 기법에 대한 실무적 기대의 결과로 해석할 수 있으며, 이들 평가는 모두 통계적으로 유의미한 정적 상관을 보였다. 연구결과를 바탕으로 성범죄 등에 대한 지원을 확대하고 사건 해결에 직접적으로 기여할 수 있는 기법을 지속적으로 연구・개발하는 등 전문교육을 강화한다면 프로파일링 효용성에 대한 평가가 더욱 향상될 것으로 기대된다.
Abstract
This study aimed to examine the effectiveness of ciminal profiling in real crime scene. A survey has been conducted on over 100 investigators who had experienced criminal profiling in their actual investigation scene. Incumbent crminal profilers, currently working at CSI branch in Korea National Police Agency, have designed the survey questionnaire to evaluate the effectiveness of crimnial profiling from four aspects : accuracy, reliability, helfulness and preference. Firstly, the survey result shows that during the whole investigation process, criminal profiling is most often applied on iterrogation scene; the investigators find it most helpful to understand psychological traits of offenders. With regards of type of crime, criminal profiling is most frequently asked for murder cases, while the investigators actually find it most useful for sexual abuse as well as child abuse cases. In terms of techniques of the profiling, ‘investigative interview(to elicit confession)’ and interrogation strategy’ skills are given highest scores on accuracy, reliability, and helpfullness. Considering both types of crime and profiling technique used, the effectiveness is as follow : murder - multiple techniques, burglary - geographical profiling, sexual abuse, child abuse-statement analysis. Finally, it is notable that the scorre of ‘preference’ surpasses the other three factors of accuracy, reliability, and helpfullness, implying that the investigators’ experience of criminal profiling has fairly lived up to expectations and those who had once experienced are willing to make a next request for criminal profiling. Further developing practical techniques and solidifying professional capacity, it is expected that the evaluation of criminal profiling is improved far more in the future.
